The Architect class specification do s not describe the specific duties and requirements of the proposed new class. It does ot adequately provide for the type of specialization that will be required of a Fire Prot ction Engineer. The primary duty of the positions allocated to the Architect class is d eloping architectural plans and designs. The positions allocated to this class do t have cleaz plan review responsibility for code enforcement purposes and no respo ibility to inspect and approve fire protection systems design and construction. The scope of responsibility of the P an Examiner classification pertains strictly to the review of building construction pla . This classiication does not have responsibility to develop architectural designs and p which the Fire Protection Engineer will be responsible for in constructing and enovating Fire Department buildings and facilities. The positions allocated to the Plan aminer class are responsible for reviewing construction plans to ensure compli nce with the requirements of various codes and for coordinating various aspects of the eview process with the speciic trade inspectors and with the Fire Department on matte s such as fire alarm, fire sprinkler, and other fire protection systems. The plan exa ers would not have the level of expertise needed in making complex technical interpret tion where variances and differences of opinion/interpretation exist betwee parties concerned. Neither would plan examiners have the depth of expertise needed n specialty areas as that of special fire and life safety hazards. Additionally, there are no other elci ting classifications that could describe the full range of services that the Fire Departme will expect from the position allocated to the proposed Fire Protection Engineer lass. Of which, the scope of responsibilities will encompass some aspects of an arch ect, a plan examiner, an inspector, and a specialist. Ev i n i '!'he results of the QES evaluation d analysis support compensating the proposed new class at Grade 20 of the Profession Employees Non-Supervisory Standard Ranges. mm i n Based upon the results of the study it is recommended that the proposed new class of Fire Protection Engineer be create and compensated in Grade 20 of the Professional Employees Non-Supervisory Stand d Ranges.
