The accident which led to this cl im occurred on May 14, 1991 at the Dale and;
St. Anthony interBection in St. Paul, MN. Claimant Felicia Coleman was a;
passenger s�ated in the right fr nt seat of an automobile owned and operated�
by Rayford Hickman. Mr. H�.ckman as proceeding to turn left onto south�ound�
Dale, on a green light, when a ehicle leased by the city of St. Paul and �
operated by St. Paul Public Work Steven J. Herbert, struck the driver's side�
of the Hickman vehicle.
�r"��erber� was traveling north n Dale and failed to stop for a red light.;
He was found guilty of failure t obey a semaphore on 7/24/91, and was issuedi
a written reprimand by the Publi Works department for causing a preventablei
accident.
Ms. Coleman is a eingle mother, nemployed, with a 4-year-old daughter. Shej
claims permanent in�uries to her ervical and lumbar spine as a result af the'
accident, and underwent surgery for a spinal laminectomy 2/3/93. She has�

s household and child care expense There is no evidence of prior injury, and;
the neurologiet who performed IME 12/21/93 concluded that Ms. Coleman;
continues to suffer pain, is i need of continuing therapy, and requires;
numerous restrictions on her pri ical activities. �
This case was set for trial Oct er 17, 1994. A court-ordered mediation onl
9/22/94 l�d to a settle�ent bet en the parties of all Ms. Coleman's claims�
