WHEREAS, the Saint Paul City Council ppropriated $25,000 in council contingency in the 1994 Budget to be
used by AFSCME Local 2508 (Clerical U ion) to develop a program for training of clerical staff for the 21 st
century workforce; and
WHEREAS, representatives of AFSCME ocal 2508 have met with Saint Paul Technical Vocational Institute and
the Human Resources Department to di uss a program called "The Change System,° by John King, dean of
Small Business Administration at Saint P ul NI and the administrator of this program; and
WHEREAS, members of AFSCME Local 508 will be making in—kind donations of their time, as this program will
be held after normal work hours; and
WHEREAS, the Mayor pursuant to Secti n 10.07.4 of the City Charter recommends the following transfer of funds
for the 1994 General Fund Budget,
