recommendations pertaining to said proposed improvemen� and has fully

RESOLVED, That the Council of �he City of Saint Paul does hereby order
�ha� the above—described improv ment be made, and the proper Ci�y officers
are hereby directed and authoriz d�o proceed with the improeemen�; and be i�
FURTHER RESOLVED, That up n the completion of said improvement, the
proper City officers shall calc late all egpenses incurred therein and shall

INITIATINO PROBLEM, ISSUE, OPPORTUNITY (Who, What, When, Where, Wh ):
A public hearing was held for each o�the above-standard lighting systems. In each case
after hearing from various neighborh d district councils, business associations, property
owners and staff, the Council approv both the construction of these systems and their
operation by the City on an assessme basis. It is required that a public hearing be held
each year for both the estimated ope ting costs and then the actual operating costs. The
first above-standard lighting system egan with the Lowertown system in 1983. These systems
have increased at a rate of about 2 stems per year since then.
ADVANTAGES IF APPROVED:
This has become an annual budget proc dure. The assessment policy originated to allow the
direct benefitting parties to pay fo I the additional operating costs and provide for uniform
maintenance of the system. �

The Council of the City of Sain� Paul having received �he report of the
Mayor upon the above improvement, and having considered said repor�, hereby
resolves:
1. That the said repor� and �he same is hereby approved with no
alternatives, and that the es�ima�ed cos� thereof is $1,632
financed by assessments only.
2. That a public hearing be had on said improvement on �he 12th
day of _October, 1994 , a� 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given �o the persons and in
the manner provided by the Char�er, stax�ng the time and place of
hearing, �he nature of the improvement and �he �otal cost thereof
as estimated.
