Safer and Better Neighborhoods
INITIATINO PROBLEM, ISSUE, OPP�RTUNITY (Who. What, When. Where. W):
A public hearing was held for each o the above-standard lighting systems. In each case
after hearing from various neighborh od district councils, business associations, property
owners and staff, the Council approv d both the construction of these systems and their
operation by the City on an assessme t basis. It is required that a public hearing be held
each year for both the estimated ope,ating costs and then the actual operating costs. The
first above-standard lighting system ibegan with the Lowertown system in 1983. These systems
have increased at a rate of about 2 stems per year since then.
ADVANTAGES IF APPROVED:
This has become an annual budget pro dure. The assessment policy originated to allow the
direct benefitting parties to pay fo ithe additional operating costs and provide for uniform
maintenance of the system.
DISADVANTAOES IFAPPROVED:

System for �he Concord Phase I Area for �he mon�hs of January thru December
1995.
The Counc'il of the City of Saint Paul having received the report of the
Mayor upon �he above improvement, and having considered said repor�, hereby
resolves:
1. That �he said report and the same is hereby approved with no
alternatives, and tha� �he es�imated cos� thereof is $1,166
financed by assessments only.
2. That a public hearing be had on said improvement on the 12�h
day of October, 1994 , at 3:30 o'clock P.M., in the Council
Chambers of the Ci�y Hall and Cour�. House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, sta�ing the �ime and place of
hearing, the nature of �he improvement and �he total cost �hereof
as estima�ed. -
