It is required that a public hearing be hel each year for both the estimated opera ng costs and then the actual.operating costs. That a public hearing be�had on said improvemen� on the 12th day of _October, 1994 at 3:30 o'clock P.M., in the Council Chambers of the City Hal and Court House Building in the City of Saint Paul. i 3.
