WHEREAS, statistics reported to the S ate Public Safety Department indicate that there
has been an increase in the number of bias motivated crimes that have been committed in
the State of Minnesota and the City o Saint Paul, and
WHEREAS, the Saint Paul Department of Human Rights has developed a"Social Policy"
strategy deaigned to prevent bias mot vated crimes, racial/ethnic violence, bigotry, and
religious intolerance, and
WHEREAS, corporate foundations and co unity agencies have expressed an interest in the
possibility of participating in fundi g the implementation of the prevention strategy,
and
WHEREAS, the City Council of the City of Saint Paul has authorized the Department of
Human Rights, to solicit grants and d nations from corporate foundations and community
resources to support the implementati n of the city-wide strategy and campaign, and
WHEREAS, the Mayor, pursuant to Secti n 10.07.1 of the City Charter, does certify that
there are available for appropriation revenues in excess of those estimated in the 1994
Budget; and
WHEREAS, the Mayor recommenda the fol owing changes to the 1994 budget;
