now involving 650 communities, has b�un to demonstrate the ower of understandin and
promoting developmental assets (e.g., sup ort, boundaries, structured time use,
• prosocial values, social competency). tis communities build strength in these areas, '
,there are dramatic reductions in a ra ge of higfi risk behaviors, including violence.

� Crime is not new to St. Paul. D ring the 1920s and 1930s, it was the home to some
of the era's most famous criminals like "Pretty Boy" Floyd, "Ma" Barker and John Dillinger.
Homer Cummings, the United States A orney, called St. Paul a"hotbed of crime, poisons, a
spot on the nation, a haven for crimin s, a citadel of crime". Fortunately, St. Paui does not
have the same image that it had six d cades ago. However, as with all major urban areas �
today, crime is. a problem in St. Paul. �
I have five primary reasons for anting to serve on this committee. First, I do not
want St. Paul to regain the image it h d during the 1920s and 1930s. St. Paul should be
known as the citadel of good living. S cond, I am committed to improving the well•being and
future growth of St. Paul. If the city i to be "open for business", its elected officials and
citizens must send a loud and clear m sage that it is "closed to crime". Third, I see this
type of service as a civic duty. People must participate in these types of committees and
pool their talents if longstanding positi e change is going to occur. Next, many people have
made St. Paul what it is today throug this type of service. I see this as an outstanding _
opportunity to re•pay my debt to them by building upon their hard and dedicated work.
Lastly but most importantly, I am obli d to enhance the safety and security of the lives of
my family, friends and neighbors. As a life-long resident of St, Paul who has been active in
church, school and community organiza ions, I see this as an excellent opportunity to continue
to fulfill this promise.
In 192Z John Koehn said, "The e is perhaps no social phenomenon that excites more
attention, discussion and costs us mor dearly in terms of money and human troubles, than
that of crime". We must change this. he Public Safety Advisory Council is an excellent place
to begin. It can develop and transplant meaningful programs which will minimize fear, create
more jobs, and make St. Paul the first I rate city to live, learn, work, and play.

I have been involved in develo ing and nanning anti-crime programs for
the ]ast seven years. My work on probl propefies now involves a team
approach including three City agencie three divisions of police, and community
members. We have also involved realt rs, lending institutions, and contractors.
I have worked with my staff to evelop a program to reach out to over 20�
high risk youth a year. This involves l0 1 business placing the youth ages 10 to
18 in jobs, facilitating youth run athleti , educational, and fun programs, and a
group of 25 youth that tour the schools eaching other youth anti-crime and
safety techniques.
I have also sat on focus groups o help determine what type of
neighborhood commercial developmen deters crime.
I have lived in St. Paul for the 1 st three years, and I'm very committed
to our town. I am anxious to bring my s ilis to bear and learn from others in the
, Capitol City.

friend and respected collea ue of mine, Kay Pranis, to the newly
created Safety Advisory Coun il.
I was delighted, on behalf f our City and your administration,
when Kay told me she is in erested in serving St. Paul on this
council. I have worked with her for five years or more on a task
force for Justice Fellowship, a national organization that seeks to
deal with crime at its ro ts through citizen involvement and
enlightened public policy.
She is so bright and so th ughtful! Besides that, her gentle,
appropriate way of seeking onsensus has been a great benefit in
moving public policy at th state and national level. Justice
Fellowship, an offshoot of huck Colson's Prison Fellowship, has
been successful at attract'ng supporters from all across the
political spectrum, and Kay pitomizes that ability.
Her abilities were recog 'zed by Minnesota's Department of
Corrections when they named er Restorative Justice Planner -- the
first ever in the United Sta es!
Kay feels, as do you and I, t at we should each bring our own g� =ts
to bear in our own communiti s as well, so she decided to apply for
