3 TORCH F DEMOCRACY PARADE
4 WHEREAS, 1994 marks the ' esota League of Women Voters 75th anniversary, and the
5 75th anniversary of woman suffrage in th United States, and part of the League of Women Voters
6 celebration includes a re-creation of a"ge -out-the-vote" Torch Parade which was originally
7 implemented by the Minnesota League o Women Voters in 1924; and
8 WHEREAS, the 1994 Torch of D mocracy Parade is a tour of Minnesota communities during
9 the Fall, 1994 election season and will in ude local candidate forums and get-out-the-vote drives, and
10 the Torch of Democracy Parade will be c nducted in keeping with the League's long standing tradition
11 of non-partisanslup, by neither supporting or opposing a candidate, party or issue; and
12 WHEREAS, in 1920, in spite of " een interest in voting" only 49% of the eligible voters had
13 tumed out to vote and in 1924, the Minn ota League of Women Voters carried the Torch of
14 Democracy from Canada to Iowa in an e ort to arouse citizens to vote and the 'Torch" was designed
15 to get out 75% of eligible voters for the 1 24 Presidential election; and
16 WHEREAS, the Minnesota Lea of Women Voter's goal was reached when 900,0� voters
17 tumed out on November 4, 1924 and tod , Minnesota often leads the nation in voter tum out for
18 elections and the League of Women Vot s remains dedicated to increasing citizen participation in
19 government; and
20 WHEREAS, the 1994 Torch of D mocracy Parade, comprised of leaders from the League of
21 Women Voters, citizens of all ages, state d community officials, and candidates for office, will be
22 held from September 29th to October 3rd beginning in International Falls and finishing on the steps
23 of the Capitol in Saint Paul; and
24 WHEREAS, the parade tour incl es stops in the eight congressional districts in Minnesota
25 and will kick off at several sites and parti 'pants will move the parade simultaneously toward Saint
26 Paul for a presentation to the Govemor; d

1 NOW THEREFORE BE TT RES LVED, that the Saint Paul City Council, on the occasion of
2 the Torch of Democracy Parade, which bring people from all over Minnesota to our Capitol City
3 to celebrate the right to vote and to co emorate the 1924 state-wide march, honors the work of the
4 League of Women Voters and encourage all young people and first time voters to participate in this
5 75th anniversary celebration
