DESCRIPTION OF WORK
General Statement of Duties:
Performs and supervises the day -to -day operation of a year -round swimming
pool facility; and performs other related duties as required.
Supervision Received:
Works under general supervision of a unit supervisor.
Supervision Exercised:
Exercises close and technical supervision over swimming pool staff.
TYPICAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions
in this class.
Assigns, trains, and supervises assigned swimming pool staff including
Life Guards, Water Safety Instructors, Senior Pool Attendants, and
Refectory Attendant /Helpers.
Assists in the testing, in- service training, and re- certification of the
aquatic staff and makes hiring recommendations or decisions as needed.
Processes class registrations and schedules staff according to a safe,
diverse, and cost - effective class ratio.
Registers private pool rentals and ensures complete processing and
satisfaction of rental agreement.
Supervises /teaches swimming lessons and water exercise program to class
participants, schools, and private parties.
Ensures adherence to applicable rules and regulations regarding safe
class ratios, pool chemical and water levels, safety, reports, and staff
certification.
Supervises the work at the service counter; prepares and maintains course
records, payroll, daily cash statements, and accident reports; orders
materials and supplies.
Plans and organizes special events; provides input and recommendations
regarding additional or advanced programming needed.
Assists in the in- service training and re- certification of aquatic staff
and provides CPR and first aid training to all division employees as
assigned.

MINIMUM QUALIFICATIONS
Current certification in Star*3ard First Aid, Adult CPR, and Lifeguard
Training issued by the American Red Cross. Must have fifteen hundred
hours of experience as a Life Guard, Water Safety Instructor or
equivalent, and five hundred hours of experience as a Senior Pool
Attendant or equivalent.

Background
The Swimming Pool Supervisor ' a Special Employment title used by the Division of
Parks and Recreation for season.' employment at the aquatic facilities which includes
three seasonal swimming facilitie a boating facility, and Oxford Pool. The Swimming
Pool Supervisors are responsible or supervising the facility's day -to -day operation and
staff including Senior Pool Atten ■ ants, Water Safety Instructors, Life. Guards, and
Refectory Attendants /Helpers. of the aforementioned titles are under Special
Employment except for the Refe ory Attendant.
The department feels that it wou d be inappropriate to continue to use a Special
Employment title for the S • 1111 i. g Pool Supervisor position at the Oxford Pool since
the facility operates year -round . d requires a full -time Swimming Pool Supervisor.

Pc sition Description
The position in question perfo.ans and supervises the day -to -day operation of the Oxford
Pool under general supervisior of the Aquatics Manager.
The responsibilities include:
1. Assigns, trains, supervises, and conducts performance appraisal of assigned staff
including Life Guards, Water Safety Instructors, Senior Pool Attendants, and a
Refectory Attendant /Helper.
2. Assists in the testing, in- service training, and re- certification of the aquatic

Comparison to Related Classifications
Aquatics Manager - This class pecification describes far greater responsibility than the
position in question. While the position in question has responsibility for one facility,
the Aquatics Manager has responsibility for all aquatic facilities and programming under
general supervision of the Manager of Special Services.

Recreation Center Director - This class specification describes some of the duties of the
position in question such as those that pertain to scheduling the use of buildings,
maintaining a safe and functional environment, implementing safety practices,
administering day -to -day operation, teaching, and supervising. However, it also describes
greater responsibility in the area of programming, community interaction, recruitment
and supervision of volunteer staff; and promotion. Additionally, this classification
requires a higher level of minimum qualifications.
Refectory Supervisor - This class specification describes some of the duties of the
position in question that pertain to the handling and accounting of daily cash receipts,
conducting inventories, ordering suplies, and completing employee time reports.
However, the position in questio a has greater supervisory responsibility than this
classification for while the positions in this class may exercise supervision within one
operation of a park facility, the position acts as on -site supervisor of the Oxford Pool
facility covering all areas of operations including some concession work.
Park Concession Supervisor - This class specification best describes the supervisory
responsibility of the position in cuestion. It describes the supervision of an entire park
facility which would be comparable to the swimming pool facility. However, there are
some specific differences in the duties performed because of the different type of
operations involved. The same i; true of the differences between the minimum
qualifications and some of the knowledge, skills, and abilities required.

duties of the position in question it does not reflect the nuances between operating a
year -round and a seasonal facility.
Comparison to Related Positions
Recreation Center Director - Th: s position has greater programming, coordination, and
promotion responsibilities than tle position in question. The responsibilities include
planning and implementing a wic e variety of programs and special events and
coordinating these programs with those of the service area and the City as a whole which
in turn requires interaction with various committees and community groups. This
position also has additional respc nsibilities in the areas of fund raising, child care,
advertising, and organizing seasonal sports or field trips.
Refectory Supervisor - The Refectory Supervisor positions assigned in the golf courses
deal mostly with retail and food ; ervice work which requires some knowledge, skills, and
abilities different from that of the position in question. Likewise, the position in
question requires certification in First Aid, Adult CPR, and Life Guard training in order
to perform and supervise work in a swimming pool facility. The programming
responsibility of the position in q lestion is somewhat comparable to that of the
Refectory Supervisor position assigned in the Phalen Lakeside and Como Ski centers.
This position is atypical of the Refectory Supervisor positions assigned in the golf
courses. It has indicated respons_bility for upgrading /modifying programs, working with

the instructional staff in setting tea thing and safety standards, and a responsibility for
what appears to be a strong rental program similar to that of the position in question.
Still, the minimum qualifications and some of the knowledge, skills, and abilities required
would be different.
Park Concession Supervisor - This ?osition is in charge of an entire facility such as the
Municipal Stadium, Highland Park 9 -hole golf course, or Como Lakeside Center. This
includes overseeing the facility maiitenance, financial, as well as the refectory portions
which would be comparable to the responsibility of the position in question in overseeing
all the day -to -day operations of the Oxford Pool facility.
Swimming Pool Supervisor - Many Df the duties of the position in question are
comparable to those of the other S Pool Supervisor positions. The position in
question tends to have greater input, a stronger rental program, more teaching and in-
service training responsibility, and twice as much administrative duties than the other
Swimming Pool Supervisors because it is a full -time position whereas the other
Swimming Pool Supervisors are seasonal.
OES Evaluation and Analysis
The results of the QES evaluation vnd analysis support compensating the position in
Grade 23 of the Clerical Standard Ranges.
Recommendation

Based upon the results of the comp irisons and the QES evaluation, I recommend that
the classification of Swimming Pool Supervisor (Oxford Pool) be created in Grade 23 of
the Clerical Standard Ranges.
