The Council of the City of Saint Paul having received the report of the Mayor upon the above impro ement, and having considered said report, hereby resolves: 1. That the said report and the same is hereby approved with no alternatives, and tha the estimated cost thereof is $1,102,000 financed by Sewer Rev:nue Bonds $712,000, Water Surcharge $50,000, Clawback $301,000 and Assessments $40,000. 2. That a public hearing 1 be had on said improvement on the 7th day of_December, 199' , at 3:30 o'clock P.M., in the Council Chambers of the City all and Court House Building in the City of Saint Paul. 3. That notice of said p hearing be given to the persons and in the manner provided b the Charter, stating the time and place of hearing, the nature o: the improvement and the total cost thereof as estimated. To reduce sewer backups into basements, sewage overflow into the Mississippi River, and surface flooding problems, new storm sewers will be required. ADVANTAGES IF APPROVED: Cleaner water in the Mississippi River ant compliance with the federal mandate requiring sewer separation. DISADVANTAGES IF APPROVED: General construction noise and traffic disr ption. Also, assessments which would be levied onto benefitted properties and payable over a maximum o 20 years. DISADVANTAGES IF NOT APPROVED: Lack of compliance with federal mandate, s well as continued sewer problems as stated avove.
