In the Matter of improving the following street= a new bituminous
surfaced roadway, concrete curb and gutters, concrete driveway aprons and
concrete outwalks; boulevards will be sodded and lantern style street
lighting will be installed: On Irvine Avenue from 640' East of Western
Avenue to Pleasant Avenue.
To be known as the Irvine Avenue Area Street Paving and Lighting Project.
The Council of the City of Saint Paul having received the report of
the Mayor upon the above imps vement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and tha the estimated cost thereof is $360,000
financed by 1995 Capi al Improvement Bonds $252,000, Sewer
Revenue Bonds $10,000 and Assessments $98,000.
2. That a public hearing be had on said improvement on the 7th
day of_December, 199,, at 3:30 o'clock P.M., in the Council
Chambers of the City call and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided b- the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.

A sewer separation project is planned for thi • area. It is economically advantageous to pave those
roadways disrupted by the sewer construction.

ADVANTAGES IF APPROVED:
Improved storm water runoff, less cost to maintain compared to an oiled surface, improved appearances.
DISADVANTAGES IF APPROVED:
A portion of the cost to improve the roadway would be assessed to the benefitted properties, payable over a
maximum of 20 years.
DISADVANTAGES IF NOT APPROVED:
Cost to improve roadway at a later date wou d most likely by significantly higher.
