94-1303 ORIGINAL Council File # C l t i — \ 3 RESOLUTION Green Sheet # 28525 ITY OF S INT PAUL, MINNESOTA a5 Presented By __ - >A I Referred To Committee: Date WHEREAS, in 1994 the assessment ra,e for street paving, including curb and gutter, in connection with the Combined Sewer Separation • rogram (CSSP) was $21.88 per assessable foot; and WHEREAS, in 1994 the assessment r- e for storm sewer in connection with CSSP was 3.45 cents i per square foot for 1, 2 and 3 family d - Ilings, and 8.64 cents per square foot for all other types of property; and WHEREAS, in 1994 the assessment r - e for the modified lantern style lighting was $3.87 per assessable foot, and the alternative be i t straw lighting was $2.43 per assessable foot and WHEREAS, in 1994 the assessment r. e for sidewalk reconstruction of five foot wide sidewalks for 1, 2 and 3 family dwellings was $6.84 .er assessable foot; and WHEREAS, the Saint Paul City Counc � , by resolution, has directed that these assessment rates be adjusted yearly, based on the Minnea.olis -Saint Paul Urban Consumer Price Index; and WHEREAS, the most recent Minneap•lis -Saint Paul Urban Consumer Price Index showed an increase of 2.9% from the first half of 1 -93 (138.5) to the first half of 1994 (142.5); NOW THEREFORE BE IT RESOLVED, that in order for the assessment rate to reflect the increased construction costs and benefit to the proprty owners, the ass- sment rate for street paving in connection with CSSP Program is increased 2.9% from $21. :: per assessable foot to $22.51 per assessable foot for all such CSSP projects approved by Fina Order after October 1, 1994 to be constructed in 1995; and BE IT FURTHER RESOLVED, that the Issessment rate for storm sewer separation is increased 2.9% from 3.45 cents per square foot t• 3.55 cents per square foot for all 1, 2 and 3 family properties; and from 8.64 cents per sq are foot to 8.89 cents per square foot for all other types of properties for such projects approved , y Final Order after October 1, 1994 to be constructed in 1995; and III cm— l3co ORIGINAL BE IT FURTHER RESOLVED, that the a" rate for the modified lantern style lighting is increased 2.9% from $3.87 to $3.98 per assessable foot, and the alternative bent straw lighting is increased 2.9% from $2.43 to $2.50 per assessable foot for such projects approved by Final Order after October 1, 1994 to be constructed n 1995, and BE IT FINALLY RESOLVED, that the as- essment rate for reconstruction of five foot wide sidewalks is increased 2.9% from $6.84 to $7.04 per assessable foot for 1, 2 and 3 family properties for such projects approved by Final Order after 1 ctober 1, 1994 to be constructed in 1995. WHAT, WHEN, WRERE, MY): In 1990, the City Council adopted a resolution calling for the assessments for CSSP projects to be adjusted each year accordingo the previous years change in the Minneapolis -Sain Paul Urban Consumer Price Index (90- 1459). In addition, in 1992, they adopted a similar resolution dealing with reconstruction of lidewalks (92 -146). Accordingly, the attached resoUution increases the 1994 assessments 2.9% for 1995.
