Referred To Committee: Date AS, The City Council, pursuant to Chapter 62 of the Administrative Code did hold a public hearing on November 18, 1993, in the C_ty Council Chambers for the purpose of establishing the level of street and alley maintenance to be performed in the City of Saint Paul and the amount of service charges to be levied against benefitted property; and WHEREAS, The Department of Public Works did perform the 1994 street and alley maintenance services in a manner as set forth and approved by the City Council and described in the report of the Department of Public Works; andl WHEREAS, Pursuant to Chapter 62 of the Administrative Code, the Department of Public Works has submitted to the Department of Finance and Management Services a report showing the total cost of street maintenance to be $15,009,36 >, a copy of such report has heretofore been delivered to the City Council; now, therefore, be it RESOLVED, That the City shall pay $6,2 of the cost of streets and alley maintenance by using Municipal State Aid ($1,534,456) Trunk Highway Aid ($355,461) County Aid ($387,244), Miscellaneous Receipts ($439,500), General Fund ($3,346,277) Fund Balance ($190,428); and be it further I I 1 I I i l I (Page 1 of 2) 1 ORIGINAL qq-i2rif (B contd.) The particular service has been Ii•erformed and the estimated costs as proposed by the Department of Public Wor •', are as follows: CLASS I - DOWNTOWN OR I OOP STREETS Description: Class I service has been perfor ed on all downtown or loop streets with the following boundaries: Kellogg led on the south and west, Eleventh Street on the north, and Broadway on he east. 1994 Level of Services: The downtown streets have bee swept three times per week and flushed five times per week. All routine ma ntenance, including patching and repairing of street surfaces, has been perfor ed on an as- needed basis. Assessment: All Class I r se vice will be assess .d at a rate of $3.53 per assessable foot. CLASS II - OUTLYING COM ERCIAL AND ARTERIAL STREETS Description: Class II service has been perfor led on all outlying commercial and arterial streets in the City. These are the major rteries in the City and have both heavy volumes of vehicular and pedestrian traf' c and, in most cases, have business or commercial properties fronting on them. Ty.ical examples would be as follows: University Avenue, Snelling Avenue, West .eventh Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, S mmit Avenue, Grand Avenue, and others. All of these Class II streets are accur tely defined on a map available for viewing in the Department of Public Works, 9011 City Hall Annex. 1994 Level of Services: The Class II streets have been s 1 -pt or cleaned approximately I p pp y 13 times per season. Assessment: Under Class II service there are' two assessment rates, one commercial and one residential. The commercial pr- perty rate is $2.43 per assessable foot and the residential property rate is $1.10 per assessable foot. CLASS III - ALL RESIDENTIAL STREETS Description: Class III service has been performed on all residential streets including oiled streets, paved streets and intermediate type streets. i 1994 Level of Services: Residential streets, including oi. ed streets, paved streets and intermediate streets have received a thorough cleaning which included sweeping and flushing. Patching and repairing has beer. on an as- needed basis; approximately 80 miles of oiled streets received a sand sealcoat and approximately 30 miles of paved streets received a chipseal coat. In the a11 (weather permitting) leaves will be picked up from these streets. Assessment: two assessment rates; one residential and one commercial. The residential prc perty rate is $1.10 per assessable foot and the commercial property rate is $1.76 per assessable foot. CLASS IV - ALL OILED AND i'AVED ALLEYS I Description: Class IV service has been erfored on all oiled, paved a p , p ed nd intermediate type alleys within the City. 1994 Level of Services: All oiled, paved and intermedia I�e alleys have been swept during the season. All routine maintenance, including latching and repairing of the alley surfaces, has been performed on an as- needec basis. Assessment: Under Class IV service, there arEi two assessment rates; one commercial and one residential. The commercial pro Derty rate is $.86 per assessable foot and the residential property rate is $.57 per assessable foot. Page2of4 (A contd.) CLASS V AND VI - UNIMPR JVED STREETS AND ALLEYS Description: Class V and VI service has been performed on unimproved streets and alleys. By unimproved we mean those streets and alleys that have not been developed for one reason or another. They ate platted City rights -of -way; however, the abutting residents have never petitioner for their improvement nor have there been any assessments levied. There are 4pproximately 80 miles of unimproved streets and 100 miles of unimproved alleys in the City. Because they are City rights -of -way, the City has the responsibility tD perform minimal repairs and maintenance work on them to reduce any hazards br potential hazards. 1994 Level of Services: The maintenance and repair of :hese streets and alleys h p eys as consisted of patching, minor blading, placing of crush 1ed rock and other stabilized material in order to make them passable and reduce hazards. Assessment: Under Class V and VI service there are two assessment rates for each class; one commercial and one residential, The commercial property rate is $.66 per assessable foot and the resident. al property rate is $.44 per assessable foot on unimproved streets. The commercial property rate is $.34 per assessable foot, and the residential property rate is $.23 per assessable foot on unimproved alleys.
