The Council of the Cit I of Saint Paul having received the report of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said repot., and the same is hereby approved with no
alternatives, and th.t the estimated cost thereof is $4,314,420
financed by 1995 Capi al Improvement Bonds $2,074,054, Sewer
Revenue Bonds $1,107,113 and Assessments $1,133,253.
2. That a public hearing' be had on said improvement on the 16th_
day of November, 19 4_, at 3:30 o'clock P.M., in the Council
Chambers of the City all and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided b the Charter, stating the time and place of
hearing, the nature o the improvement and the total cost thereof
as estimated.

INITIATING PROBLEM, ISSUE, OPPORTUNITY (Who, Wha When, Where, Why?):
A sewer separation project is planned for t rs area. It is more cost effective to improve the affected streets
in conjunction with that project than it wo d be to affect these changes at a later date. A map of the
proposed project is attached.
ADVANTAGES IF APPROVED:
Paved streets require less maintenance tha oiled streets, and the entire project will improve the
appearance and function of these roadways.
DISADVANTAGES IF APPROVED:
Assessments will be levied on the benefitted r roperties, payable over a maximum of 20 years. Also, general
construction noise and dust and temporary isruption will be experienced.
DISADVANTAGES IF NOT APPROVED:
Improving these streets at a later date woul likely be much more expensive.
