1 WHEREAS, sexual assault is a horrendou crime that the City of Saint Paul and the State of
2 Minnesota both have a strong interest in • • strolling; and
3 WHEREAS, some of the state's most dan sex offenders have been committed under the
4 Psychopathic Personality statute; and
5 WHEREAS, the State Supreme Court h. �! recently determined that some committed offenders do not
6 meet the standards under the Psychopathi Personality statute; and
7 WHEREAS, this determination has result d in the release to this point of two individuals who had
8 previously been put away because of this atute and may cause the release of numerous others; and
9 WHEREAS, of the two individuals releas d, one will be housed in the City of Saint Paul; and
10 WHEREAS the Governor has stated that e would support a new more- inclusive statute; and
11 THEREFORE, BE IT RESOLVED, that the Saint Paul City Council go on record supporting a new
12 statute that would keep the most dangero s of sex offenders out of the community; and
13 BE IT FURTHER RESOLVED, that Sai t Paul legislative delegation be urged to pass such
14 legislation at the earliest possible date.
