94-1235 1 A M E' 0 E 0- slagq i Council File # ( 7 72 3 n . 1 L � �.aw�Q, Green Sheet # .c / M RESOLUTION CITY OF ' AINT PAUL, MINNESOTA + e Presented By _�> L, •. , 511,/, x % . / imi.... , Referred To Committee: Date 1 WHEREAS, the City of Saint Pa 1 is challenged to set policy, allocate resources and affect 2 decisions of other entities in ways that support the economic development and neighborhood 3 quality of the city; and 1 4 WHEREAS choices pertaining to he city's transportation system are key to achieving these 5 community goals; and 6 WHEREAS the City faces sever. difficult transportation policy questions including how to 7 provide adequate transit service, ow to alleviate traffic congestion in neighborhoods, how to 8 serve many competing interests h limited resources and infrastructure, how to serve the 9 access needs of businesses, and h 4 to maintain and improve its position in the regional 10 economy; and 11 WHEREAS, the Saint Paul Pla ng Commission has issued the Transportation Policy Plan: 12 Draft for Community Review and i seeking public comment before preparing a final 13 recommendation for consideratio 1 by the Mayor and City Council; and 14 WHEREAS, the Community and conomic Development Committee of the Saint Paul City 15 Council has reviewed the draft Pl. n; and 16 WHEREAS, the Minnesota Muni ipal Planning Act requires the Planning Commission to hold 17 at least one public hearing on the plan before its adoption and has scheduled a hearing on 18 October 21 at its regular Plannin . Commission meeting; and 19 WHEREAS, it is desirable for th; City Council to also take public testimony on the plan as it 20 considers adoption; 21 NOW THEREFORE BE IT RES that the City Council forwards these comments to 22 the Planning Commission for its c s nsideration as it prepares a final Transportation Policy Plan 23 for recommendation to the Mayo and City Council 24 1. The City Council is very su sportive of the effort that has gone into the development of 25 this draft Plan, is impressed with the relevance, thoughtfulness, and clarity of the 26 document, and, at this poin 1 in the review process, is generally supportive of the general 27 direction of the Plan. 28 2. The City Council supports t e transportation priorities listed in the Plan as follows: 29 a. Transit system impro ement; 30 b. Neighborhood envir . l ent improvement; 31 c. Influence on regiona development patterns; 1 ti ► .J f N Rational traffic man. _ement on city streets; ILI - I 7_35 2 e. System capacity addi i ons where critical; and 3 f. Neighborhood and di parking management. 4 3. The City Council particular , wants to emphasize the importance of redesigning the 5 transit system so that it will '' s o a much better job of providing transit- dependent persons 6 access to jobs and service a d attract more riders to the system, thus reducing the 7 dependence on the private a utomobile. 8 4. The City Council finds that t is essential for transportation policy to be thoroughly 9 integrated with economic d: elopment policy, as well as housing, neighborhood and land 10 use planning, and recomme I ds that these necessary linkages be more distinctly expressed 11 in the Plan. 5.
