(See Attachment 1). EXISTING CONDITIONS The majority of the project area is pr:sently served by a combined sewer system. During periods of moderate to heavyrainfall, stormwater and sanitary sewage flow together through the combined sewe, system, through the overflow diversion structures, and outlet directly to the ississippi River. The following streets within the proje t area are paved with a full depth bituminous pavement, or a concrete base with a i .phalt surfacing, and have concrete curb. BATES AVENUE - -- PACIFIC STREET 0 CLERMONT STREET CHERRY STREET---MOUNDS BOUL: VARD TO BATES AVENUE CLERMONT STREET---MOUNDS BO LEVARD TO BURNS AVENUE ELLIOTT PLACE -- -BATES AVENUE • MOUND STREET MARIA AVENUE -- -PLUM STREET TO,BATES AVENUE -- has granite curb for the entire length McLEAN AVENUE - -- MOUNDS BOUL VARD TO MOUND STREET MOUND STREET---PACIFIC STREET 0 MOUNDS BOULEVARD SHORT STREET---MOUNDS BOULE ARD TO BATES AVENUE URBAN PLACE - -- MOUNDS BOULEV RD TO BATES AVENUE WILSHIRE PLACE - -- MOUNDS BOUL VARD TO BATES AVENUE The majority of the existing street lig ting within the project area is on NSP's wood poles. Mounds Boulevard between "lum Street and Bates Avenue has old style lantern lighting. 1 94'< /c25 Street Restoration Trench restoration in areas of storm s wer construction, and then a mill and overlay treatment is proposed for the followinc streets. This street restoration will not be assessed to the abutting property owners. EARL STREET---WAKEFIELD AVENUE TO HUDSON ROAD HUDSON ROAD -- -EARL STREET TO C YPRESS STREET FOREST STREET TO BATES AVENUE Landscaping As part of this project, Mounds Boulevard will have special landscaping treatment. This will include the addition of separated bicycle and pedestrian paths; special signing for the Mounds Park area.; special plantings, such as trees, bushes, and prairie grass seedings; stone walls and railings; improvements to the overlook area near Plum Street; and site furnishings, such as benches, drinking fountains, and so on. This landscaping treatment will also improve views of the Mississippi River valley, by selectively clearing over -grown vegetation. DESIGN ISSUES During the design of this project, Pubic Works staff will meet with the adjacent property owners. The first meeting will be held in August, to address the landscaping and amenities plan for Mounds Boulevard. Also at this meeting we will present Public Works' plan for the intersection of Bales Avenue, Clermont Street, and Mounds Boulevard, including a change in the alignment of Mounds Boulevard, and the possible vacation of one half block o Mound Street between Clermont Street and Mounds Boulevard. Two historic features of the area (granite curb and granite manhole cover slabs) will also also be discussed at the meeting. In September there will be a general information meeting for the project. At this meeting, property owners will hear about the assessments that will be levied for the project, and about the construction s tedule. In addition to these meetings, Parks )ivision staff will make a presentation to the Parks Commission regarding the improvements planned for Mounds Park and Boulevard. Public Works and the Parks Division will be working with the State Archaeologist to prevent any conflicts with the Native American burial grounds along Mounds Boulevard, especially in the area of t ne new alignment at Bates, Clermont, and Mounds Boulevard. In the event of a conflict discovered during the construction, we will follow the archaeologist's directions and take the appropriate measures to insure the dignity of any remains uncovered. Intersection of Bates Avenue,_ Clermont Street, and Mounds Boulevard Public Works is proposing to make a change in the alignment of Mounds Boulevard in the area of this intersection. (See Attachment 2.) Currently Mounds Boulevard makes a sharp reverse curve where it passE s by Bates and Clermont. This curve would be smoothed out to make a safer path for vehicles on Mounds Boulevard. To do this it will 3 same area as they now exist if that is he wish of the majority of the property owners at _ the first public meeting,to discuss the project. These cover slabs would be decorative only, not functional. Lighting Proposed lighting changes have bee', noted earlier in this report. Existing lantern lights on Mounds Boulevard from Plu to Bates will be refurbished. All other streets being fully reconstructed will be lit wi a new lantern lighting system in accordance with the City's lighting policy. ALTERNATES This project is part of a 10 -year prog .m to separate all the combined sewers in Saint Paul by the end of 1995. To delete t i s project would put the City in violation of its National Pollutant Discharge Eliminai on System (NPDES) permit. Violation of this permit's requirements could result in he state of Wisconsin renewing their lawsuit against the City. Even without this le'ial incentive, to do nothing would be inconsistent with the city's commitment to improve the quality of existing streets, and to improve water quality and reduce pollution. POSITIVE BENEFITS With the completion of this project, th- area will have completely separated storm and sanitary sewers. This will prevent th: diversion of sanitary sewage from the area's sewers into the Mississippi Rivera In general, surface flooding will be re •uced. The City design standard calls for the use of a "5 year design storm" to determi ;e storm sewer capacities. This standard designs for no street flooding from a rainfall e ent which has a 20% chance of occurring in any given year. Storms of larger magnitu; e are also considered in the design to check for emergency access issues and to det:'rmine if any major property damage or life threatening situations would occur. I it is determined that any of these situations would occur, the design capacities at - adjusted accordingly. General improvement of the public ri"',ht -of -way in conjunction with the sewer construction will enhance and add q ality to the neighborhood. Improving the roadways at the same time as the se l er construction saves time, money and inconvenience later. Street oiling wil, be eliminated. Lantern style lighting will enhance neighborhood safety and a: sthetics.
