In the Matter of constructing the Bates /McLean Area Storm Sewer Separation
Project. Area is bounded by Mounds Boulevard, Highway 94 and Earl Street.
The Council of the City of Saint Paul having received the report of
the Mayor upon the above improvement, and having considered said report,
hereby resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $5,018,000
financed by Sewer Revenue Bonds $2,509,000 and State Grants
$2,509,000.
2. That a public hearing be had on said improvement on the '9th
day of November, 1994, at 3:30 o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of
hearing, the nature of the improvement and the total cost thereof
as estimated.

SUMMARY OF ENGINEERING RECOMMENDATIONS
Bates/McLean Storm Sewer and Paving Project

PROJECT
This project is to construct a sto 'm sewer system with water and sewer service
connections and reconnections, sanitary sewer repairs where necessary, street
improvements, and a lantern sty le lighting system in parts of the area generally
bounded by Hudson Road, Mo nd Street, and Mounds Boulevard. (See Attachment
1).
EXISTING CONDITIONS
The majority of the project area is presently served by a combined sewer system.
During periods of moderate to heavy rainfall, stormwater and sanitary sewage flow
together through the combined sewer system, through the overflow diversion
structures, and outlet directly to the Mississippi River.
The following streets within the project area are paved with a full depth bituminous
pavement, or a concrete base with asphalt surfacing, and have concrete curb.

The majority of the existing street lighting within the project area is on NSP's wood
poles. Mounds Boulevard between Plum Street and Bates Avenue has old style
lantern lighting.

Street Restoration
Trench restoration in areas of st sewer construction, and then a mill and overlay
treatment is proposed for the foll•wing streets. This street restoration will not be
assessed to the abutting propert, owners.

Landscaping
As part of this project, Mounds : oulevard will have special landscaping treatment.
This will include the addition of eparated bicycle and pedestrian paths; special
signing for the Mounds Park are ; special plantings, such as trees, bushes, and
prairie grass seedings; stone w,:lls and railings; improvements to the overlook area
near Plum Street; and site furni hings, such as benches, drinking fountains, and so
on. This landscaping treatment ill also improve views of the Mississippi River valley,
by selectively clearing over -gro n vegetation.
DESIGN ISSUES
During the design of this project, Public Works staff will meet with the adjacent
property owners. The first meets g will be held in August, to address the landscaping
and amenities plan for Mounds :oulevard. Also at this meeting we will present Public
Works' plan for the intersection i f Bates Avenue, Clermont Street, and Mounds
Boulevard, including a change i the alignment of Mounds Boulevard, and the
possible vacation of one half blo k of Mound Street between Clermont Street and
Mounds Boulevard. Two histori. features of the area (granite curb and granite
manhole cover slabs) will also a .o be discussed at the meeting.
In September there will be a gent -ral information meeting for the project. At this
meeting, property owners will he:r about the assessments that will be levied for the
project, and about the constructi'•n schedule.
In addition to these meetings, P.rks Division staff will make a presentation to the Parks
Commission regarding the impr. ements planned for Mounds Park and Boulevard.
Public Works and the Parks Divi '.ion will be working with the State Archaeologist to
prevent any conflicts with the N. ive American burial grounds along Mounds
Boulevard, especially in the are. of the new alignment at Bates, Clermont, and
Mounds Boulevard. In the event of a conflict discovered during the construction, we
will follow the archaeologist's dir •ctions and take the appropriate measures to insure
the dignity of any remains uncov-red.
Intersection of Bates Avenul-, Clermont Street, and Mounds Boulevard
Public Works is proposing to ma' e a change in the alignment of Mounds Boulevard in
the area of this intersection. (Se Attachment 2.) Currently Mounds Boulevard makes
a sharp reverse curve where it p. sses by Bates and Clermont. This curve would be
smoothed out to make a safer p. h for vehicles on Mounds Boulevard. To do this it will

same area as they now exist if that is the wish of the majority of the property owners at
the first public meeting discus the project. These cover slabs would be decorative
only, not functional. .
Lighting
Proposed lighting changes have been noted earlier in this report. Existing lantern
lights on Mounds Boulevard from Plum to Bates will be refurbished. All other streets
being fully reconstructed will be lit with a new lantern lighting system in accordance
with the City's lighting policy.
ALTERNAT ES
This project is part of a 10 -year program to separate all the combined sewers in Saint
Paul by the end of 1995. To det to this project would put the City in violation of its
National Pollutant Discharge Elimination System (NPDES) permit. Violation of this
permit's requirements could resift in the state of Wisconsin renewing their lawsuit
against the City. Even without tiis legal incentive, to do nothing would be inconsistent
with the city's commitment to improve the quality of existing streets, and to improve
water quality and reduce polluti )n.
POSITIVE BENEFITS
With the completion of this project, the area will have completely separated storm and
sanitary sewers. This will prevent the diversion of sanitary sewage from the area's
sewers into the Mississippi River.
In general, surface flooding will De reduced. The City design standard calls for the use
of a "5 year design storm" to detiermine storm sewer capacities. This standard designs
for no street flooding from a rainfall event which has a 20% chance of occurring in any
given year. Storms of larger magnitude are also considered in the design to check for
emergency access issues and to determine if any major property damage or life
threatening situations would occur. If it is determined that any of these situations
would occur, the design capacit are adjusted accordingly.
General improvement of the public right -of -way in conjunction with the sewer
construction will enhance and add quality to the neighborhood. Improving the
roadways at the same time as th e sewer construction saves time, money and
inconvenience later. Street oilirg will be eliminated. Lantern style lighting will
enhance neighborhood safety aid aesthetics.
ADVERSE EFFECTS
Normal problems associated wit i construction such as noise, dust, and general
disruption will be present.
