The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves: 1. That the said report and the same is hereby approved with no alternatives, anc that the estimated cost thereof is $1,632 financed by assessments only. 2. That a public hearing be had on said improvement on the _12th_ day of _October, 1994_, at 3:30 o'clock P.M., in the Council Chambers of the Ctty Hall and Court House Building in the City of Saint Paul. 3. That notice of sand public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated. In each case after hearing from various neighborhood district councils, business associations, propert owners and staff, the Council approvec both the construction of these systems and their operation by the City on an assessment basis. It is required that a public, hearing be he d each year for both the estimated operating costs and then the actual operating costs. Th first above - standard lighting system began with the Lowertown system in 1983. These syst : + + +s ! have increased at a rate of about 2 systems per year since then. ADVANTAGES W APPROVED: This has become an annual budget procedure. The assessment policy originated to allow th, direct benefitting parties to pay for the additional operating costs and provide for unif maintenance of the system. r.
