That the said repor and the same is hereby approved with no alternatives, and t at the estimated cost thereof is $8,162 financed by assessmen s only. 2. That a public hearing be had on said improvement on the _12th_ day of _October, 19'4_, at 3:30 o'clock P.M., in the Council Chambers of the City all and Court House Building in the City of Saint Paul. 3. That notice of said public hearing be given to the persons and in the manner provided b. the Charter, stating the time and place of hearing, the nature o the improvement and the total cost thereof as estimated. In each ca after hearing from various neighbo - hood district councils, business associations, proprty owners and staff, the Council appr.ved both the construction of these systems and thei il operation by the City on an assessment basis. It is required that a public hearing be held each year for both the estimated operating costs and then the actual operating costs. The first above - standard lighting system began with the Lowertown system in 1983. These s stems' have increased at a rate of about : systems per year since then. ADVANTAGES IF APPROVED: t This has become an annual budgetpiocedure. The assessment policy originated to allow the direct benefitting parties to pay or the additional operating costs and provide for u iform: maintenance of the system.
