Green Sheet # ( f 7 RESOLUTION \ 0 S INT PAUL, MINNESOTA YS Presented By Referred To Committee: Date 1 BE IT RESOLVED that the City of Sai i t Paul act as the legal sponsor for the Buckbee Mears St. Paul 2 project contained in the Business and C munity Development Application to be submitted on 3 September 1, 1994 and that the Directo of PED is hereby authorized to apply to the Department of 4 Trade and Economic Development for f nding of this project on behalf of the City of Saint Paul. 5 6 BE IT FURTHER RESOLVED that the ity of Saint Paul has legal authority to apply for financial 7 assistance, and the institutional, manage al, and financial capability to ensure adequate 8 construction, operation, maintenance an. replacement of the proposed project for its design life. 9 10 BE IT FURTHER RESOLVED that the ity of Saint Paul has not incurred any costs, has 11 not entered into any written agreements • purchase property. 12 13 BE IT FURTHER RESOLVED that the ity of Saint Paul has not violated any Federal, 14 State, or local laws pertaining to fraud, ' ribery, graft, kickback, collusion, conflict of interest or 15 other unlawful or corrupt practice. 16 17 BE IT FURTHER RESOLVED that upo approval of its application by the State, the City of Saint Paul 1 8 may enter into an agreement with the S e of Minnesota for the above - referenced 19 project, and that the City of Saint Paul c that it will comply with all applicable laws 20 and regulations as stated in all contract a .reements and described on the Compliances Section 21 (FP -20) of the Business and Community ID evelopment Application. 22 23 AS APPLICABLE, BE IT FURTHER ' OLVED that City of Saint Paul has obtained credit reports 24 and credit information from Buckbee M- s St. Paul. Upon review by the City of Saint Paul and Saint 25 Paul City Attorney, no adverse findings r concerns regarding, but not limited to, tax liens judgements, 26 court actions, and filings with state, fede and other regulatory agencies were identified. When, Where, Why): Buckbee Mears St. Paul (BMSP) was considering moving or closing its St. Paul operation They received an offer of $2,000,000 from the State of Iowa to move there. A three pr ged ;1 strategy has been pursued by BMSP to ensure its long term viability in St. Paul. The ree initiatives pursued were a competitive lease arrangement, a competitive union argreeme and capital investment in facilities and equipment. , i • ADVANTAGES IF APPROVED: Retention of BMSP operations in a downtown St. Paul building and retention of 175 unio zed jobs. f I 1 DISADVANTAGES IF APPROVED: N/A RECEIVED AUG 04 1994 1 MAYOR'S OFFICE ; I DISADVANTAGES IF NOT APPROVED: x Possible loss of 175 jobs in downtown St. Paul.
