1 WHEREAS, Northern States Power Compa , y (NSP) has petitioned the Minnesota Public Utilities
2 Commission to approve, on a permanent b. qs, the use of Area Development Rates (ADR) within
3 under - utilized redevelopment zones; and
4 WHEREAS, ADR zones are districts where electric utility services would be provided at a reduced
5 rate to new and expanding manufacturing . • wholesale trade businesses; and
6 WHEREAS, national and state efforts are b ing focused on the redevelopment of urban areas, as
7 demonstrated by federal and state Enterpriz Zone programs; and
8 WHEREAS, the City, through its Port Auth rity, has recently approved the issuance of bonds to
9 support the acquisition, clearance and prep. ation of two new industrial parks in Saint Paul; and
10 WHEREAS, Saint Paul, as a fully - develope • central city, faces additional costs related to the
11 acquisition, clearance and cleanup due to c . tamination of land for reuse as industrial parks; and
12 WHEREAS, these additional costs place S. 1 t Paul at a competitive disadvantage in the City's
13 economic development efforts to retain and ttract manufacturing and wholesale trade firms; and
14 WHEREAS, the ADR represents one addit • nal incentive that can be used to retain and attract
15 manufacturing and wholesale trade firms to he City's industrial parks; and
16 WHEREAS, the reuse of under - utilized red velopment zones as new, modern industrial parks will
17 support the expansion of job opportunities f i r the City's residents, expansion of the City's property tax
18 base, and the redevelopment of the City's n. ighborhoods; and
19 WHEREAS, the types of companies eligibl for the ADR provide "household- supporting" jobs that are
20 important to the future of the City of Saint 'aul; and
21 WHEREAS, the City of Saint Paul has bee an active participant in NSP's ADR program since June
22 28, 1990, during which time four businesses lave benefited from the program; and
23 WHEREAS, the City of Saint Paul finds th. the ADR program has been effective in assisting the City
24 of Saint Paul in its efforts to promote redev lopment and job retention and creation within the City;
25 and
26 WHEREAS, the Minnesota Public Utilities ommission is seeking comments on the impact and
27 effectiveness of NSP's ADR program and w ether area development rates should become a permanent
28 feature of Minnesota statutes; and
29 NOW, THEREFORE, BE IT RESOLVED that the City of Saint Paul supports the request of
30 Northern States Power Company to the esota Public Utilities Commission that the ADR program
31 be available on a permanent basis; and

1 BE IT FURTHER RESOLVED, that the City of Saint Paul recommends that the Minnesota Public
2 Utilities Commission include in its findings, to be submitted to the Minnesota Legislature, that area
3 development rates be made available on a permanent basis; and
4 BE IT FURTHER RESOLVED, that NSP will inform participating customers of the energy
5 conservation programs available from the utlity; and
6 BE IT FINALLY RESOLVED, that the Saint Paul City Council directs that the Council Secretary
7 send a copy of this resolution to the Minnesota Public Utilities Commission to communicate that
8 support.

plan to the Legislature by January 1, 1995. If not extended, the program will expire on
July 1, 1995. Deadline for comment is August 31, 1998.
