Council File # 9 — (o 0 Green Sheet # • ESOLUTION CITY OF S INT PAUL, MINNESOTA Presented By (d'm /T) Referred To Committee: Date 1 RESOLUTION TO ADO ' A FRIENDSHIP CITY RELATIONSHIP 2 WHEREAS, the Friendship City /Sister Ci Program was inaugurated by the President of the United 3 States in 1956 to establish greater friendsh )e and understanding on a person -to- person basis between 4 the people of the United States and other ations through the medium of direct personal contact; and 5 WHEREAS, succeeding Presidents of the nited States have endorsed said program to be conducted 6 for the broad purpose of the exchange of i + eas between cities of the United States of America and the 7 people of the nations; and 8 WHEREAS, the current political climate p esents special opportunities for the two cities in both 9 countries to initiate educational, cultural, anitarian and trade exchanges; and 10 WHEREAS, there are approximately 3,000 Guyanese in the Twin Cities and Guyanese Outreach, Inc., 11 a 501 (c) 3 non -profit organization, propos s to have established a friendship city relationship between 12 the Twin Cities of Saint Paul- Minneapolis : d the cities of Georgetown and New Amsterdam in 13 Guyana, South America; and 14 WHEREAS, His Excellency Dr. Odeen Ish ii ael, Ambassador for Guyana to the United States of 15 America, will be in Minnesota on August 17, 1994, to meet with government and community leaders 16 about future relationships between Guyan. and Minnesota; and 17 WHEREAS, under the Friendship City rel. ionship, the following responsibilities will be carried out 18 over the next quarter: 19 1. Establishment of a Friendshi . City Executive Committee as part of Guyanese 20 Outreach, Inc., which will be comprised of interested members of the 21 community who are willing t commit time and energy to developing the 22 relationship. 23 2. Election of officers from the Friendship City Executive Committee, including 24 recording secretary and tre. ' rer. 25 3. Establishment by the Friend•l.ip City Executive Committee of subcommittees 26 to assist in carrying out spec s c programs of exchange which are identified by 27 the Executive Committee. 28 4. Development of a Friendshi l City Executive Committee letterhead stationery to give 29 autonomy to the Friendship ity Executive and identify its mailing address and contract 30 telephone number. 1 5. Development of a mission st. ement that explains the purpose of the 2 Friendship City Executive Coils 'ttee and its objectives. 3 6. Development of a fundraisin_ strategy to support individual Friendship City 4 activities. 5 7. Development of a demograp i 'c information sheet on the Friendship City. 6 8. Development by the Friends p City Executive Committee of a counterpart 7 committee in its Friendship 1 ities that will facilitate exchanges and 8 development of program. 9 9.
