The Smith Dodd Business Association has submitted a request to waive the 60g
consent xequirement £or a block party/special event, and
the Smith Dodd Business Association has argued that it would not be
practicable to obtain neighborhood consent, therefore be it
RESOLVED: that the Saint Paul City Council hereby waives the 60� consent requirement
for a block party/special event permit for the Smith Avenue Festival to be
held August 20, 1995 between the hours of 10:00 AM and 6:00 PM.

I am wriring to ask that you grant the Smith Avenue Festival a waiver that
exempts us from gathering signatures. A waiver was granted last yeaz.
This is our eleventh year. the festival has become one of the best run, safest,
family oriented events in the Twin Cities. Before last year, I collected signatures for the
previous three years and no one refused to sign the petition.
A lazge number of residents participate in the activities and almost everyone in
the area comes to the festival
As in most organizations, a small number of volunteers tend to do most of the
planning. Your granting us the waiver will save us time and make our task that much
simpler.
