Salary Plan and ' ates of Compensation.
RESOLVED, That the Salary ' an and Rates of Compensation Resolution be
amended in Section I H, VACATION, .o that the third paragraph in said Section shall read as
follows:
"The head of the department m y permit an employee to carry over into
the following year up to one h ndred and twenty hours, or in the Fire
Service the number of hours w • rked for three weeks. If for emergency reasons
of business the department he. d determines that additional carry over is
necessary for an employee, th- the employee shall ask the Director of
Human Resources to allow th. additional time be carried over. Such
additional days must be used ' ithin the first three months of the following
year. Any employee who does not work full time shall be granted vacation on
a pro rata basis. the time of v cation shall be fixed by the head of the
department in which the employee is employed. If an employee has been
granted more vacation than th employee has earned up to the time of
separation from the City servi• -, the employee shall reimburse the City
for such unearned vacation. i an employee is separated from the service
by reason of resignation, the e ployee shall be granted such vacation pay
as the employee may have ea ; ed and not used up to the time of such
separation, provided that the ployee has notified the department head in
writing at least fifteen calenda days prior to the date of his resignation.
If an employee is separated fr. ' m the service by reason of discharge,
retirement or death, the empl • yee shall be granted such vacation pay as may
have been earned and not use up to the time of such separation.

INITIATING PROBLEM, ISSUE. OPPORTUNITY (Who, What, When, Where, Why):
Approval of vacation carry -over beyond 120 hours into the next fiscal year due to the
increasing numbers (71 requests in 199.), the program is no longer used for emergency
situations. This has resulted in esca,,ating hard dollars, increased workload for payroll
personel, and retirees transitioning li a less prepared manner.
ADVANTAGES IF APPROVED:
1. Significantly fewer paper transact:ons
