*ESTIMATED CONSTRUCTION RATES
RESIDENTIAL RATES (One, two or hree family structures)
Reconstruction (replacement of .ld sidewalk) — $6.84 per front foot for a
five (5) foot wide walk and $8. per front foot for a six (6) foot wide
walk. All other widths will be, prorated accordingly. New construction
(where no walk existed) — 100% '.f the actual cost estimated to be
approximately $3.10 per square oot.
All corner residential properti's will receive a credit up to the first 150
feet of new or reconstructed sidewalk along and abutting the "long side" of
the property.

The Council of the City o Saint Paul has conducted a public hearing
upon the above improvement, .ue notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council as heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered the same; now, there ore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order
that the above — described improv ment be made, and the proper City officers
are hereby directed and authori•ed to proceed with the improvement; and be it
FURTHER RESOLVED, That upsn the completion of said improvement, the
proper City officers shall calc late all expenses incurred therein and shall
report the same to the City Coun it in accordance with Chapter 14 of the City
Charter.

INITIATING PROBLEM. ISSUE, OPPORTUNITY (WHO, WHAT, WHEN. WI=RE, WHY):

The problem "defective sidewalk" was created because of tree roots, deleterious subgrade material, alternating free/thaw cycles,'
service life limits, chemical additives, extreme temperature variations, etc. These problems occur on a citywide level and must b}
addressed and corrected on an annual basis. Left rncorrected, the sidewalk condition would worsen to a state where it would be
rendered unusable and subject to increased pedes clan injuries from falls and possible litigations. 1
ADVANTAGES IF APPROVED:
The community will benefit from this project because it will provide safe detect free sidewalks for its many citizens. The sidewalk
contracts are executed by private contractors, so si follows that private sector jobs are created as a result of this activity.

DISADVANTAGES IF APPROVED:
Historically, the sidewalk reconstructions have cre ded negative feedback in the area of construction procedure and assessment.
Simply stated, property owners detest assessments, and despite the fact up to one -half the assessment is City subsidized, it stiff
remains controversial.

This option would allow the infrastructure of sidewak stock to deteriorate, which in turn, will generate more personal injury sults,
ultimately resulting in the expenditure of larger doll tr amounts in eventual repairs and /or replacement, as well as claim payouts.

resolves:
1. That the said report, and the same is hereby approved with no
alternatives, and tha the estimated cost thereof is *SEE ABOVE
for estimated constru tion rates, financed by assessments and
1994 Public Improvemeit Aid.
2. That a public hearing .e had on said improvement on the 3rd day
of August 1994 , .t 3:30 o'clock P.M., in the Council Chambers
of the City Hall and Court House Building in the City of Saint
Paul.
3. That notice of said p blic hearing be given to the persons and in
the manner provided b the Charter, stating the time and place of
hearing, the nature o'; the improvement and the total cost thereof
as estimated.
