WIRE, WHY): The problem "defective sidewalk" was created because of tree roots, deleterious subgrade material, alternating free/thaw cycles, service life limits, chem additives, extreme temperature variations, etc. These problems occur on a citywide level and must b addressed and corrected on an annual basis. Left tncorrected, the sidewalk condition would worsen to a state where it would be rendered unusable and subject to increased pedes rian injuries from falls and possible litigations. f ADVANTAGES IF APPROVED: The community will benefit from this project because it will provide safe detect free sidewalks for its many citizens. The sidewalk contracts are executed by private contractors, so 1 follows that private sector jobs are created as a result of this activity. l r DISADVANTAGES IF APPROVED: Historically, the sidewalk reconstructions have created negative feedback in the area of construction procedure and assessment. Simply stated, property owners detest assessmens, and despite the fact up to one -half the assessment is City subsidized, it still remains controversial. The area oft proposal is further described as follows: "The west sid of Robert Street between University Avenue and Charles Street and th most easterly section of the south sidewalk on Charles Street betw Robert and Cedar Streets ". In lieu of the sidewalk the state will install and maintain turf at a minimum of a 20 degree angle from the curbside to the hillside. The state will maintain "sidewalk closed" signs on each nd of the sidewalk area until the project is completed at the end of the 1995 const ction season. The state would like t suggest to make Charles Street and the west side of Robert Street a holding area i.r bus (tour) parking only. The increased number of tours has left a gap for p = s to park the buses. I believe this area would be a ideal location for the north d of downtown and believe this idea was once announced in the newspaper and sed in some literature by the St. Paul Chamber of Commerce.
