3 WI-IEREAS at various community meetings, seniors, families with young children, pedestrians, bicyclists and even
4 other automobile drivers have eacpressed exasperation and frustration at the City's appazent inability to control the
speeds ofvehicles on our streets; and
6 WHEREAS it is incumbent upon City officials to respond to these concerns by coordinating the efforts of our police
7 department and public works department to implement a modified plan for traffic control; therefore
8 BE IT RESOLVED that the Departrnent of Public Works and the Police Department devise a strategy to help make
9 our streets safer from speeders and reckless drivers; and be it
10 FURTHER RESOLVED that this strategy include options such as requesting that the State Legislature allow the
11 City of Saint Paul to be creative in traffic enforcement so that the City may eacplore options like increasing moving
12 violation fines; and be it

13 FURTHER RESOLVED that the City of Saint Paul adopt a policy for traffic violators and
14 establish a promotional campaign that will put drivers on notice that the City of Saint Paul will vigorously enforce
15 our traffic laws; and be it

the city.

The City of St Paul would bacome better equipped to deter and putush spceding . A coordinated city-wide approach would lead to otherwise
unavailable oppor[unities in the areas of public participation and education, increased enforcement, and consistency in policy.
