WHEREAS: The Smith -Dodd Business ' sociation, sponsor of Smith Avenue Festival, has
submitted a request to w -ive the 60% consent requirement for a block
party /special event permit required by Chapter 366 of the Legislative Code,
and
WHEREAS: the Smith -Dodd Business 'ssociation has argued that it would not be
practicable to obtain ne ghborhood consent for Smith Avenue Festival,
therefore, be it
RESOLVED: that the Saint Paul City Council hereby waives the 60% consent requirement
for a block party /specia event permit for Smith Avenue Festival to be held
August 21, 1994 between he hours of 10:00 AM and 6:00 PM on Smith Avenue
between Annapolis and Ge.rge Streets.

Mark A. Tessmer on behalf.of the Stith -Dodd Business Association has submitted a
request to waive the 60% consent requirement for a block party /special event permit
for the Smith Avenue Festival to be held August 21, 1994 between the hours of
10:00 AM and 6:00 PM. The block party location is Smith Avenue between Annapolis and 1 1-
George Streets.

For the last three years, one of my responsibilities has
been to gather the signatures on the block party permit for the
Smith Avenue Festival. Of all the people who were available to
sign the petition, no one objected. It is a very time
consuming process that has not raised any serious objection to
our festival. We have, and will continue to run, a clean,
safe, and family orienta sed event.
This is the tenth anniversary of the Smith Avenue
Festival. Over the years, as the festival has grown so has the
time demands on those of use who plan it. By granting this
waiver, you will allow me to help with other aspects of the
festival.
