WHEREAS: The Rice Street Festival, sponsor of Rice Street Festival Sidewalk
Extravaganza, has submitt d a request to waive the 60% consent requirement
for a block party /special event permit required by Chapter 366 of the
Legislative Code, and
WHEREAS: the Rice Street Festivel has argued that it would not be practicable to
obtain neighborhood consent for Rice Street Festival Sidewalk Extravaganza,
therefore, be it
RESOLVED: that the Saint Paul City ouncil hereby waives the 60% consent requirement
for a block party /special event permit for Rice Street Festival to be held
July 94 between the hours of 9:00 AM and 4:00 PM on Rice Street between
Maryland and Sycamore Avenues.

Dear Chief Finney:
As part of our block party permit application, we are requesting waiver of the
"consent requirement." The RicelStreet Festival Sidewalk Extravaganza is over
three city blocks (usually about; 15 blocks) in length, and so it is not practic-
able to obtain the written consent of sixty percent of property owners and
tenants.
