RESOLUTION ESTABLISHING AN
HISTORIC PRESERVATION POLICY ADVISORY COMMITTEE
FOR THE SAINT PAUL CITY COUNCIL
1 WHEREAS, the historic character of the City of Saint Paul and efforts to maintain that character
2 make Saint Paul unique in both the region and nationally; and
3 WHEREAS, the Saint Paul City Council and Housing and Redevelopment Authority (HRA)
4 Board frequently face policy and funding decisions for buildings and sites which are in historic
5 areas, have historic or architectural significance, or have significance to the heritage of Saint Paul;
6 and
7 WHEREAS, the City Council and HRA Board reviewed the guidelines of the Houses to Homes
8 program and determined that the historic preservation aspects of this and other City and HRA
9 programs need further review, discussion, and the development of overall policy
10 recommendations as stated in Council File #95 -1260 and HRA resolution 95- 9/27/4; now
11 therefore be it
12 RESOLVED, that an advisory committee be established to 1) develop specific policy
13 recommendations for the City Council and HRA Board to assist them in the policy and funding
14 decisions they face; and 2) develop broad -based guidelines and recommendations regarding
15 history, heritage and historic preservation in Saint Paul; and
16 RESOLVED, that this historic preservation policy advisory committee consist of representatives
17 of the following groups, to be selected by the leadership of those groups:
18 a Saint Paul Planning Commission o Chamber of Commerce
19 o Saint Paul Heritage Preservation Commission a Representatives of District Councils 3, 5, 7, 8, 9, & 12
20 0 Minnesota Historical Society 0 Representatives of Community Development
21 o Ramsey County Historical Society Corporations from
22 o Upper Swede Hollow Neighborhoods Assn. a North End Area Revitalization
23 0 Ramsey Hill Association o Neighborhood Development Alliance
24 a Uppertown Preservation League o East Side Neighborhood Development Corp.
25 o Irvine Park Association o Dayton's Bluff Neighborhood Housing Serv.
26 o Summit Avenue Residential Preservation Assn. o Two Community Volunteers to be selected by the

28 FURTHER RESOLVED, that this historic preservation policy advisory committee be co- chaired
29 by a representative of the Planning Commission and a representative of the Heritage Preservation
30 Commission to be selected by the leadership of those organizations; and be it finally
31 RESOLVED, that this historic preservation policy advisory committee be convened in the first
32 week of February 1996 and present its policy findings and recommendations to the City Council
33 and HRA Board in the first week of September 1996.

COMMITTEE REPORT
COMMUNITY AND ECONOMIC DEVELOPMENT
1. CED Meeting Minutes for August 23, September 27 and October 25, 1995
Minutes were approved, 4 - 0.
2. Historic Preservation Policy, Subcommittee List
Committee directed staff to prepare a resolution establishing an advisory committee on
historic preservation policy. The resolution should include the names of the groups to be
represented on this committee. 4 -0
3. Houses to Homes Program Building Code - Related Guidelines
Based on a staff presentation and committee discussion about the proportion of costs
attributable to building code requirements, the committee determined that Houses to
Homes program guidelines and subsidy levels are currently appropriate. 4 -0
Committee requested staff to prepare a resolution to be forwarded to City Council, based
on committee "in concept." Recommendations will be discussed at City Council to
finalize. 4 -0
Committee also recommended that 1) staff explore additional financing sources for
acquisition costs of HUD -owned properties; and 2) the Inter - Governmental Relations
Committee discuss a potential timeline change in state law for acquisition of tax- forfeited
properties. 4 -0
