WHEREAS, the City of Saint Paul values the benefits the Saint. Paul Civic Center brings in
providing entertainment, tourism, and economic development to the City through shows, musical
events, amateur and professional sports and other events; and
WHEREAS, the Council is aware that professional sports offerings bring with them economic
benefits and that there have been discussions to bring NHL hockey to the Civic Center and that there
continues to be conversations about the future of professional sports at the Civic Center Arena; and
WHEREAS, it is the intent of the Council to analyze the financial and policy implications and take
final action should a proposal be formally offered;
THEREFORE BE IT RESOLVED, that the President of the City Council name an ad hoc
committee of the whole to immediately work with the Mayor's Administration to review any and
all proposals, discussions and offerings made on the City's behalf toward the end of bringing NHL
hockey to the Saint Paul Civic Center; the current agreement with the Minnesota Moose; and any
future NHL or IHL hockey at the Civic Center;
BE IT FURTHER RESOLVED, that the Council authorizes the use of up to $25,000 from the City
Council Contingency for the use of the committee to retain a professional and financial consultant$
and
FURTHER RESOLVED, that the committee is charged with the review of the proposed offering
in regards to: .
1. Potential impact of direct or indirect costs to the taxpayers of the city of Saint Paul.
2. Potential impact on the success of the Saint Paul Civic and Convention Center and to its long-
term implications on public investment in the newly expanded and renovated facility.
3. The actual and intrinsic value of professional sports to the vitality of Saint Paul and to Downtown.

FURTHER RESOLVED, that the committee should invite the expertise of the chairpersons of the
St.. Paul Civic Center and the St.. Paul Convention and Tourism Commission to participate with
them in their review; and
BE IT FINALLY RESOLVED, that with the exception of information precluded by legal
agreements of confidentiality, that all meetings, briefings and hearings be conducted in public.
