upon the above improvement, due notice thereof having been given as
prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and
recommendations pertaining to said proposed improvement and has fully
considered' same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul doe - kterteliy order

are hereby directed and authorized to proceed with the improvement; and be t,

mostly unpaved or have a deteriorating surface. The available lighting is primarily NSP wood pole.
ADVANTAGES iF APPROVED:
Restored driveability of the streets and continued improvements to the street system in Saint Paul. The
new lighting will also improve safety in the area.
DISADVANTAGES IF APPROVED:
Normal construction effects, such as noise, dust, and general disruption. OCT 5 - 1995,

Pavement structure will continue to deteriorate, maintenance costs will rise, and service level of the street
will drop.

PROJECT:
Construction of concrete curb and gutter, a new bituminous surfaced roadway,
concrete driveway aprons and outwalks, boulevard sodding, tree planting, water and
sewer service connections and reconnections, sanitary sewer repairs, and construct a
lantern style lighting system in an area referred to as Cretin/Bayard RSP (Area 81),
bounded by Randolph to the north, Cleveland to the east, Ford Parkway to the south,
and Mississippi River Blvd. to the west.
EXISTING CONDITIONS:
Some streets in the project area are paved with concrete base and a bituminous
overlay, but are in a deteriorated condition. Oiled streets, some of which have
intermittent sections of curb, or no curb, are in generally poor condition. The street
lighting in the project area is NSP wood pole lighting, except for a lantern style
lighting system on Mount Curve, from Ford Pkwy. to Randolph and on Finn, from Juno
to Randolph.
The following streets within the project area are paved with concrete base, overlaid
with asphalt, and have concrete curb:
HIGHLAND PKWY. - Mississippi River Blvd. to Cleveland
WOODLAWN - Ford Pkwy. to Mississippi River Blvd.
MOUNT CURVE BLVD.- Ford Pkwy. to Randolph
MONTROSE - Hartford to Randolph
FINN - Ford Pkwy. to Highland Pkwy.
The following are oiled streets with intermittent sections of concrete curb:
FINN - Highland Pkwy. to Bayard
FINN - Juno to Randolph
JUNO - Cretin to Cleveland
HARTFORD - Mississippi River Blvd. to Cleveland

PROPOSED IMPROVEMENTS:
New bituminous roadways with concrete curb and gutter are being proposed. All
driveways will be reconstructed with concrete, and new concrete outwalks will be
constructed for each home. Boulevards will be regraded and sodded. A lantern
lighting system will be constructed throughout the project area. Construction for the
following streets will be to a width as indicated:
WOODLAWN - Ford Pkwy. to Highland Pkwy. (40')
MOUNT CURVE BLVD.- Ford Pkwy. to Randolph,
N. and S. bound lanes (27' each)
MONTROSE - Hartford to Randolph (24')
FINN - Alley S. of Pinehurst to Bayard (30')

Street widths will be selected to minimize interference with boulevard trees. New curb
will be hand formed, if necessary, to avoid damaging trees and /or tree roots. Tree
trimming may be necessary to facilitate construction.
ALTERNATES:
To do nothing would be inconsistent with the city's commitment to improve existing
oiled streets.

POSITIVE BENEFITS:
General improvement of the public right -of -way will enhance and add quality to the
neighborhood . Street oiling will be eliminated. Lantern style lighting will enhance
neighborhood safety and esthetics.
ADVERSE EFFECTS:
Normal problems associated with construction such as noise, dust, reduced access to
property and general disruption will be present.
EFFECT ON TREES:
Street widths will be selected to minimize the Toss of trees. New trees will be planted
as part of the boulevard restoration.
TIME SCHEDULE:
The project will begin in the spring of 1996 and will be completed by late fall of 1996.
There will be further restrictions on the amount of time allowed to work on individual
segments of streets.
COST ESTIMATES:

Mayor upon the above improvement, and having considered said report, hereby
resolves:
1. That the said report and the same is hereby approved with no
alternatives, and that the estimated cost thereof is $2,840,587
financed by 1996 Capital Improvement Bonds $2,104,769 and
Assessments $735,818.
2. That a public hearing be had on said improvement on the 13th_
day of_December, 1995, at 3:30_o'clock P.M., in the Council
Chambers of the City Hall and Court House Building in the City of
Saint Paul.
3. That notice of said public hearing be given to the persons and in
the manner provided by the Charter, stating the time and place of

YOUR ASSESSMENT WILL BE COLLECTED ACCORDING TO THE FOLLOWING PROCEDURE!
PAYMENT When the construction, which will begin some time after approval of the project, has
INFORMATION been completed or substantially completed, you will be notified of another public
hearing, which will occur either in the same year as the construction or the year
following the construction. This public hearing is called "RATIFICATION OF
ASSESSMENTS ", at which time the City Council will consider the approval of the
assessments for the project.
You will receive more information at the time of the Ratification of Assessments
public hearing concerning the number of years the assessment will run and the
interest rate.
A few days after the Ratification of Assessments, you will receive an invoice. You
will then have the opportunity to pay all or part of your assessment within 30 days
without interest. Any remaining balances will be collected with your property taxes
over a period of 1 to 20 years. Partial payments of $40.00 or more will be accepted
at any time.
DEFERRED Persons 65 and older or retired by virtue of a permanent and total disability may
PAYMENTS qualify for deferred payment of special assessments. If it would be a hardship and
you homestead the property, you may apply for deferred payment following approval
of the Ratification of Assessments by the City Council.
This plan will defer payment, it will not forgive the payment. During the deferral
period interest will continue to accrue.
For more information on deferments, please call 266 -8858.
CONNECTIONS If the project is for a storm sewer and /or street paving, you may request new
connections for storm sewer, sanitary sewer or water main. As installation at a later
date will be more expensive, we suggest you consider installation of these connections
at this time for vacant properties.
Also, if you have a connection that is faulty, broken or deteriorated, you may have it
repaired during construction of the project. The Public Works Department will notify
you if your connection needs repair.
New connections and repaired connections will be assessed.
INFORMATION For the benefit of those who will be unable to attend the hearings, Cablevision will
carry the program live on Channel 18 at the scheduled time shown on the reverse
side of this notice.

PROPOSED IMPROVEMENTS:
A street improvement project has been proposed for those streets listed on the back of this
notice. This would include grading and paving, constructing curb and gutter, catch basins,
driveway aprons, installing lantern style street lighting and doing all other work necessary
to complete said project. Also, the construction and /or repair of sanitary sewer, storm
sewer, and /or water service connections if requested by the property owner in conjunction
with the previously mentioned work.
If the City Council approves these projects, a portion of the total construction costs will be
assessed against the benefitted properties after ratification. The estimated project costs and
financing are as follows:

Bent Straw Lighting is available at $2.56 per assessable foot by petition with at least 70
percent of the abutting property owners signing the petition.
The first 150 feet on the long side of residential corner lots will not be assessed provided
that the short side has been assessed under this paving of oiled streets program.
You may request new connections and /or the repair of sanitary sewer, storm sewer or water
service connections. If you own vacant property, we suggest that you consider requesting
these connections at this time. Installation at a later time will be more expensive. Also, to
ensure an effective sewer separation program and comply with state and federal mandates,
all rainleaders(downspouts) must be disconnected from the sanitary sewer. For more
information on rainleaders, call the Sewer Division at 266 -6220.
