1 WHEREAS, Congress in the Spring of 1989, passed an employment program called the Job
2 Training Partnership Act Title III Economic Dislocation and Worker Adjustment Assistance Act
3 (EDWAA); and
4 WHEREAS, the State of Minnesota has designated the City of Saint Paul grant recipient for
5 this project in the Saint Paul area; and
6 WHEREAS, the EDWAA program will provide employment and training services to Saint
7 Paul workers dislocated due to plant closing; and
8 WHEREAS, the State of Minnesota on May 19, 1995 has aliocated resources in
9 supplemental EDWAA funds to provide services for 150 participants for the period of June 1, 1995
10 through May 31, 1996, now, therefore, be it
11 I2ESOLVED, that upon recommendation of the Mayor, the Council of the City of Saint Paul
12 does hereby approve the City's participation in the Unisys-Roseviile II Dislocated Worker Grant for
13 Saint Paul, and be it

RESOLVED, that the proper City of 5aint Paul officials are hereby authorized and directed
to execute appropriate contracts for delivery of employment-related services; and be it
FURTHER RESOLVED, the Mayor, pursuant to section 1007.01 of the City Charter, does
certify that there are available far appropriation revenues in excess of those estimated in the 1995
budget, and

1. SftIEF summary of the Project
A comprehensive package of services will be provided to 150 Unisys-Roseviile
dislocated workers that have been affected by company downsizing. Services will
include case management, applicable skills updating or acquisition through training,
and necessary supportive services during this imporfant transitionai time. Through a
worker survey, and Empioyee Management Committee (EMC) direction, a project plan
has been deveioped to address the needs of this disiocated workforce in an effective
and efficient manner. Service delivery wiil be further enhanced through regional
coordination befween the City of Sai�t Paul, and Ramsey and Dakota County Sub-
State Areas. This will provide participants flexibility fo access services at locations
most convenient to them.
2. BRtEFLY describe the need for this project
Thousands of manufacturing and technician jobs have been eliminated over the past
decade. New technofogies, foreign competition, consofidation and restructuring of
large companies are major contributors to changes in the computer industry.
Dislocated Unisys-Rosevilie workers have skilis that are employer specific and lack
the diversification required in today's labor market. This workforce will require varying
degrees of enhancement of current skills and acquisition of new skiHs in order to
successfully re-enter the local job market. Without this program, these workers will
face serious difficulties in securing new employment at a comparable wage.
3. Indicate the number of workers most in need and the services to be provided
Empioyment related services will be provided to approximately 150 workers to inciude
outreach and recruitment, transitional skills seminar assistance, assessment, case
management, career and vocational counseling, vocational training, ciassroom
training, job seeking skifis training, job pfacement assistarice and appropriate
supportive services. Through a recent worker survey, 87% of respondents are over
40 years of age, 74% have been employed at Unisys for at least 20 years, and 61%
are unsure of employment prospects in their current occupational field.
4. Briefly describe community planning and coordination for the project
Cooperative planning for this project was initiated by the City of Saint Paul, SSA #8;
Dakota County, SSA #14; and Ramsey County Job Training, SSA #11; on request
from the Unisys-Rosevilfe Empioyee Management Committee (EMC). The pfanning
group includes the Saint Paul Private Industry Councii; Dakota County PIC; Ramsey
County PIC; Minnesota Job Service; the Unisys-Roseville EMC, as well as other
appropriate community resources.
