Where, Why): The Minnesota Department of Employee Relarions (DOER) has asked the City to submit a new Pay Equity Implementation Report by January 31, 1995. DOER requires that the report be reviewed and approved by the governing body of the local jurisdiction that is submitting the report. (See attached letter from DOER). ADVANTAGES IF APPROVED: The City will be complying with the requirements for completing the Pay Equity Report form. In addition, the information contained in the Report has been plugged into the State's compliance software and it indicates that the City has passed a11 the requued tests. I am pleased to report ihat currently over 95 percent of all local govemment jurisdictions are in compliance with the Act. We have been working with the remaining jurisdictions to heip them come into compliance. As you know, your jurisdiction was found to be in compliance based on your 1992 report, and now your next report is due January 31, 1995. This report must show data in place as of December 3I, 1994. This packet contains the materia[ you wil[ need to fiIe your 1995 Pay Equity Implementation Report. (Only one-third of a11 jurisdietions are reporting in 1995, so your neighboring jurisdictions may have other reporting dates.) This report is required by the Local Govemment Pay Equity Act, M.S. 471.991-471.999 and Minnesota Rules, Chapter 3920. The matarials enclosed are: • Instructions for Completing the Pay Equity Implementation Report • Pay Equity Report Form (white) • Benefiis Worksheet ared Instnzctions (green) • Salary Range Test Example/Exceptiona� Service Pay Test Example (pink) • Definitions Sheet (blue) • Pay Equiry Report "Notice" Form (yellow) Ptease mail or hand deliver your reporf to the Department of Employee Relations on or before January 31, 1995. Any reports not postmarked or received by DOER on or before that date wiIl be found out of compliance. When the review of your report is complete, you will receive a notice informing you whether yonr jurisdiction is "in compliance" or "out of compliance." Please be assured that you will be informed promptly when this decision is made, and that no penalties or other negative consequences will occur before you receive that notice. Jurisdictions receiving an"out of compiiance" notice wilt have an opportunity to make adjustments and come into compliance. However, any jurisdiction which does not come into compliance within the time allotted by DOER to make adjustments will receive a second "out of comp&ance" notice and will be subject to a penalty. The penalty is a 5 percent reduction in state aid payments or $100 per day, whichever is greater.
