A� ��fOR OFF'�� Explaln all yes answers on ssparate sheet end attach to preen sheet INITIATINO PROBLEM, ISSUE, OPPORTUNITY (Who, Whet, When, Where, Why): The St. Paul City Attorney's Office and Ramsey County Attorney's Office have been meetiag to determine ways both offices can be of assistance to each other, achieve efficiencies, and im�rove joint prosecution efforts; including the exchange of ideas and experiences gained from performing the duties required of each office. Both jurisdictions prosecute many of the same defendants, often at the same time, without knowledge or information regarding the other's case. Law enforcement agencies also must frequently deal with both offices on one case that may hover between each office's jurisdiction, causing delaqs in charging decisions. ADVANTAOES IF APPROVED: By allowing attorneys from each office to perform the duties of the other office, we will be better situated to identify issues and areas that we can work together on with results toward greater consistency both procedurally and in policy between the County Attorney and City Attorney, better access by law enforcement as well as enhanced trial skills of the participant . In addition, by providing this opportunity we are encouraging further cooperation in other areas between the offices. DISADVANTAOES IF APPROVED: None. The staffing exchanges would in most instances be for less than one year, can be discontinued at will by either party upon 30 days' notice, and would result in no net increase in costs or salaries to either entity. DISADVANTAOES IF NOT APPROVED: The opportunity to provide professional enhancement and cross training will be missed. WITNESSETH: Whereas, Minn. Stat. � 471.59 authorizes political subdivisions to contract with one another in the joint exercise of a commonality of their powers, and interchanges of public employees, and Whereas, the City Attorney's Office and County Attorney's Office desires to interchange their lawyer employees for the purpose of enhancing legal and trial skills as well as expanding on the job educational opportunities, nowtherefor, IT IS MUTUALLY agreed by and between the City and County as follows: 1. That the above recitals are incorporated herein by reference. 2. That this agreement may be terminated without cause at any time by thirty (30) days written notice from one above named Office to the other. 3. That any employee sent from one Office to the other shall remain the employee of the sending Office but shall work under the direction and control of the receiving Office. 4. That each employee sent and received hereunder shall first be acknowledged by an exchange of letters between the V � � �I� - � I'l Z Offices for the purpose of calculating length of service under this agreement. 5. That each Office reserves the right to reject the services of an employee from the other Office upon twenty-four (24) hours notice and such rejection shall not constitute a termination of this agreement.
