95-1168 council File # � S — �, (oo � o R��( n+ �� Green Sheet # J 3,( 3 � � � � v RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Referred to Committee: Date 1 WHEREAS, the Minnesota Amateur Sports Commission (MASC), via the State Capital Bonding 2 Fund, provides for capital funds to assist political subdivisions of the State of Minnesota for the development 3 of sports facilities, and 4 WHEREAS, the City of Saint Paul has an interest in supporting and providing increased youth 5 activities and opportunities for female ice sport participation including youth hockey, recreational skating, 6 broomball and roller sports, and 7 WHEREAS, the City of Saint Paul has considered the merits of two proposals for construction of ice 8 arenas within the City of Saint Paul to serve the needs of inner-city youth and the community, generating 9 economic benefits, and 10 WHEREAS, the College of Saint Catherine in collaboration with the City of Saint Paul desires to 11 construct and develop an indoor arena with two ice sheets for the sports of ice hockey, broomball, roller - 12 hockey and recreational skating, and 13 WHEREAS, the Highland Central Hockey Association in collaboration with the City of Saint P�ul, 14 desires to construct and develop a natural ice arena for the sports of ice hockey, broomball, roller hockey and 15 recreational skating, and 16 WHEREAS, all applications to the MASC require the participation of the City of Saint Paul as the unit 17 of local government and resolution by local government to apply for funding, and 18 NOW, THEREFORE BE IT RESOLVED that the City Council of Saint Paul supports as it first 19 choice and recommended proposal for state funding the proposal of the College of Saint Catherine's, and: 2 0 1) Agrees to apply for and serve as the fiscal agent for a grant request of $250,000 from the Mighty 21 Ducks Capital Bonding Fund for the specific purpose of constructing on the campus of the College of 2 2 Saint Catherine's an indoor ice arena with two sheets of ice for an estimated cost of $5 million; and 2 3 2) The College of Saint Catherine agrees to construct, own, and assume 100 percent operation costs 2 4 for said sport facility, and will operate said facility for its intended purpose for the functional life of 2 5 the facility which is estimated to be 25 years; and 2 6 3) City Council of Saint Paul agrees to enter into the necessary and required agreements with the 2 7 Minnesota Amateur Sports Commission for the specific purpose of constructing a sport facility and 2 8 long term program direction; and 29 3 0 op ne 31 , qs-����' �� ` BE IT FURTHER RESOLVED, that the City Council of Saint Paul supports as its second choice and .�' recommended proposal for state funding the proposal of the Highland Central Hockey Association, and: � 1) Agrees to apply for and serve as the fiscal agent for a grant request of $250,000 from the Mighty � Ducks Capital Bonding Fund for the specific purpose of constructing on public land in Highland Park � a natural ice arena for an estimated cost of $350,000; and �3'� 2) The City of Saint Paul agrees w own said sports facility; and � 3) The Highland Central Hockey Association agrees to provide $100,000 for construction costs, to � assume 100 percent operation costs for said sport facility, and to operate said facility for its intended purpose for the functional life of the facility which is estimated to be 25 years; and 3) City Councii of Saint Paul agrees to enter into the necessary and required agreements with the � Minnesota Amateur Sports Commission for the specific purpose of constructing a sport facility and � long term program direction; and 4) That the proper ciry officials are authorized to negotiate with the Highland Central Hockey Association to develop necessary agreements for operation and public access and related issues, and; &.� BE IT FINALLY RESOLVED, that: �1 1) This City Council resolution authorizing and supporting this grant application does not obligate the � City of Saint Paul to commit any City financial resources to this project; and � 2) An application be made to the State of Minnesota, Minnesota Amateur Sports Commission for a grant up to $250,000; and � 3) The Superintendent of Parks and Recreation and the proper city officials are authorized and .�£� directed to execute said application and serve as the official liaison with the Minnesota Amateur Sports � Commission; and 5 4) In the event of a grant award proper city officials will secure City Council approval and authorization before accepting the grant and entering into required agreements.
