95-777/'� (� j � � � � � Council File # �� �� / U K f Green Sheet � 33551 RESOLUTION IT O AI T PAUL, MINNESOTA �� Presented By Referred To 2 3 4 5 6 7 8 10 i1 12 i3 14 15 16 17 18 19 2a 21 22 23 Committee: Date WHEREAS, The 1991 Minnesota Legislature established a Ramsey County Local Government Services Study Commission to "report on the advantages and disadvantages of sharing, cooperating, restructuring, or consolidation..." activities in areas of public service including public works; and WHEREAS, The consolidation plan provides for reclassification of roadways and corresponding changes in jurisdiction including the transfer of local and State Aid roadways between the County and municipalities; and WHEREAS, Annapolis Street (County State Aid Highway 41) from Smith Avenue to Concord Street, located in the City of Saint Paul, is presently under the jurisdiction of Ramsey County as a County State Aid Highway; and WHEREAS, This roadway segment has been determined to serve a locai function only; and WHEREAS, Revocation of "County State Aid Highway" status may be accomplished by resolution of the Ramsey County Board of Commissioners pursuant to Minnesota Statutes Subsection 162.02; and WHEREAS, The Gity of Saint Paul has concurred that jurisdiction should be transferred from Ramsey County to the City of Saint Paul and portions within City placed on the Municipal State Aid System; and 24 WHEREAS, The consolidation pian stipulates that Ramsey County shall improve the roadways 25 to acceptable leveis prior to transferring jurisdiction over roadway segments from Ramsey 26 County to municipalities, and the Ramsey County Capital Improvement Program provides 27 funding for these improvements; and 28 29 30 31 32 33 34 35 36 37 38 39 44 WHEREAS, Ramsey County will overiay the segment of Annapolis Street from Smith Avenue to Robert Street for an estimated cost of $68,000 from the Ramsey County Capital Improvement Program, Ramsey County Roadway Consolidation Fund; and WHEREAS, Ramsey County and the City of Saint Paul have approved Agreement No. 95014, for the reconstruct+on of the segment of Annapolis Street from Robert Street to Kansas Street; and WHEREAS, The Cities of Saint Paul and South St. Paul currently have a project under contract for the improvement of Annapolis Street from Stickney Street to Concord Street; and WfiEREAS, This turnback agreement is contingent upon Dakota County securing turnback 41 agreements with the Gities of West St. Paul and South St. Paul; now, therefore, be it 42 43 ORIGI�IA�. Page 2 44 45 46 47 48 49 50 5i 52 53 54 55 5S 57 58 59 60 61 62 63 64 65 6S 67 68 69 �a �� 7z 73 74 75 7fi 9�a7� RESOLVED, That the revocation of Annapolis Street w+ll be effeetive the first day of the second month following: ° the date the County is in receipt of an adopted resoiution from the City of Sairrt Paui concurring with the County revoking the "County State Aid Highway" status of Annapolis Street between Smith Avenue and Concord Street and transferring jurisdiction over the roadway to the City of Saint Paul; ° and after the Ramsey County Office of Budgeting and Accounting has encumbered the funds necessary to overlay the segment of Annapolis Street from Smith Avenue to Robert Street; ° and after Dakota County has secured turnback agreements with the Cities of West St. Paui and South St. Paul; and, be it FURTFiER RESOLVED, That Ramsey County will overlay the segment of Annapolis Street from Smith Avenue to Robert Street for an estimated cost of $68,000 from the Ramsey County Capitai Improvement Program, Ramsey County Roadway Consolidation Fund, as just compensation for this jurisdiction transfer; and, be it FURTHER RESOLVED, The City of Saint Paul does hereby request the Ramsey County Engineer to take the actions necessary to remove and redesignate the County State Aid Highway (CSAfi) mileage curreritly assigned to Annapolis Street (CSAH 41) from Smith Avenue to Goncord Street to Municipal State Aid street mileage; and, be it FURTHER RESOLVED, The Saint Paui City Engineer is authorized within the limits of this resoiution to take aetions necessary to have the identified jurisdiction change executed.
