1 WHEREAS, the Public Housing Agency of the City of Saint Paul had applied for and
2 was awazded a Drug Eliminafion Program Grant by the United States Department of Housing
3 and Urban Development, and
4 WHEREAS, the Division of Parks and Recreation operates facilities at Public Housing
5 sites and submitted a project in collaboration with the Public Housing Agency as a part of their
6 grant application, and
7 WHEREAS, as a result of these cooperative efforts the Division of Pazks and
8 Recreation is eligible to receive $21,350 in grant funding for operating a Teen Council
9 program in the McDonough Recreafion Center community, and
10 VVI�REAS, upon project approval the City of Saint Paul must enter into a formal
11 contract with the Public Aousing Agency of Saint Paul for the specific purpose of
12 implementing a teen council program at McAonough Recreation Center;
13 WHEREAS, the Mayor, pursuant to sec6on 10.07.02 of the City charter dces certify
14 that there aze available for appropriation revenues in excess of those estimated in the 1995
15 budget, and

WHEREAS, Council file 27752Q adapted October 1, 1981 did establish certain Special
Fund Polices, and
WHEREA5, the Mayor recommends the following changes to the 1995 budget:

NOW THEREFORE BE IT RFSOLVED, that the City Council authorize the proper
city officials to enter into the necessary agreements to accept and expend the $21,350 Housing
and Urban Development, Drug Elimination Program Grant funding auailable through the
Pnhlic Housing Agency and approves these changes to the 1995 budget and authorizes unspent
grant monies be automatically re-appropriated in 1996 to avoid a lapse in service delivery, the
total not to exceed the above budget.
