WHEREAS, the City of Saint Paul has a beautiful new park on the Mississippi River,
located befinreen Wamer Road and the Mississippi River, just east of Jackson Street and
Lambert's Landing and extending east towards Childs Road; and
WHEREAS, this new park has not yet been named; and
WHEREAS, the Downtown Community Development Council, the Lowertown
Redevelopment Corporation and the Lowertown community has expressed interest in having a
competition to name the park; and
WHEREAS, The Division of Parks and Recreation, Saint Paul Public Works Department
and the Lowertown community are planning a dedication of the park and celebration of the
completion of Warner Road enhancements on Friday, August 4, 1995; and
WHEREAS, The Saint Paul Parks Commission has already established criteria for the
name of parks in the City ofi Saint Paul; and
WHEREAS, an Ad Hoc Committee wili be established to recommend a suitable name 4or
this park from the entries submitted. The committee will consist of a representative from the
Downtown Community Development Council, the Lowertown Redevelopment Corporation, the
Saint Paul Parks Commission, the Division of Parks and Recreation, Public Works department,
Saint Paul RiverFront Corporation and the Saint Paul City Council;

22 NOW THEREFORE BE IT RESOLVED, that the Saint Paul City Council grant the
23 authority to the Ad Hoc Committee to select a name for the park which wi{I be presented to the
24 full body of the City Councii at the August 2, 1995 City Council meeting for finaf approval. (Note
25 that the name selected wii! meet the criteria already established by the Parks Commission.

PARKS AND RECREA7ION COMMISSION POLICY
SU JECT: HAMING PARKS AND RECREATION SI7E5
POLICY:
The naming of sites within the Saint Pau1 parks and recreation system shall be based on
specific criteria and for a specific purpose. Saint Paul park sites include, but are
not limited to, parks, facilities, recreation centers, trails, open space, tot-lots,
park roads, parkways, tennis courts, p7aying fields, gymnasiums, swimming pools and
beaches, picnic grounds, and special feature facilities, such as the zoo, conservatory,
or nature interpretive centers.
The foilowing criteria and purpose shall be considered when selecting a name for a park
site:
Geoaraohic names may be based on adjacent street names, surrounding neighborhood or
commur�ity name, or the name of other nearby prominent features, such as a water body.
The purpose of us�ng a geographic name for a park site is to enabie the public to
identify the site's location.
Historic names shall be based on prominent historic people or events asscciated with the
site's general area. Care shall be taken that historic names reflect ti:e city's multi-
cultural diversity and traditions. The purpose of using a historic name r'or a park site
is to enable the public to identify the site's location and to educate the public about
the area's history.
Functional names shail be based on the use, service, or programs provided at the site.
7he purpose of using a functional name for a park site is to enable the public to
identify the purpose, services, or programs provided at the site.
Memorial names shall be based o� names of individuals who made significant contributions
to the Saint Paul parks and recreation system and who have been deceased for at 7east
three years. Since the purpose of using an individual's name for a park site is
primarily to honor that person and his or her contribution to the parks system,
consideration shall be given to alternative geographic, historic, or functional names,
so that t6e park site name shall serve the greatest need of the general public.
The procedure for requesting the naming of a park site shall be as follows:
Any St. Pau7 resident, organization, agency, or business may recommend names for new
park sites or name changes for existing parks sites. Such requests sha11 be made in
writing to the Superintendent of Parks and Recreation. The Superintendent shal7 forward
the request and the staff recommendation to the Parks and Recreation Commission for its
review and comment. Parks which have had another name for at 7east 50 years sfiall also
be submitted by the Parks Commission to the St. Paul Historic Preservation Commission,
for its review and comment before renaming. The Parks and Recreation Gommission shall
present its recommendation to the Mayor and City Council for final action.

You haue been asked to serve on the Ad Hoc Committee to name the pazk located between
Warner Road and the Mississippi River, just east of Jackson Street. The deadline for submitting
entries to name the park is Friday, 7uly 28, 1995.
The Ad Hoc Committee will get together on Monday, July 31, 1995 at a time and place to be
determined to review all entries. It wili be your responsibility to choose one of the entries to
present to the City Council for final approval at the August 2, 1995 City Council meeting. If the
committee makes a determination that no entries are suitable the process will be continued.

NAME THE PARK
The City of Saint Pau1 has a brand new park located on the ivrssissippi River at the foot of
historic Lowertown. The pazk does not have a name. TYus is your chance to help us find a name
for the park. The name must meet the criteria established by the Parks Commission. Copies of
the criteria can be obtained by calling (612}266-6400. If a name is found that meets the criteria
and is approved by the Ad Hoc Corrunittee to Name The Park and confirmed by the Saint Paul
City Council, the name will be announced on Friday, August 4th at the Warner Road Block Party
- River Jam.
