Bowsee RE: Per Diem Pay for STAR Board Members ' 1 9 f995 COUNC!LMEMBER DiNO GUERIN You recently posed the question whether and how STAR Board members could receive a per diem due to the significant amount of work they do. You also inquired of ine whether a per diem could be given to STAR Board members in an amount equal to that given to Planning Board members. Chapter 14, Section VI of the Administrative Code provides that the City Council may authorized the payment of a per diem to voluntary citizen committees. The STAR Board, consisting of fifteen (15) members, was established by Council Resolution C.F. 94-1049. There is no provision in this Resolution which allows payment of a per diem to STAR Board members. This Resolution can be amended to make it possible for STAR Board members to receive a per diem. In this regard, I have attached a that which you asked. It should be this Resolution after Chapter 107 authorizes a per diem for Planning any changes which you feel might voluntary committee. Resolution which accomplishes noted that while I paralleled of the Legislative Code which Commission members, I can make be more appropriate for this Please call me if you have any questions. cc: Tim Marx MEMORANDUM DATE: TO: FROM: • SUBJECT: June 27, 1995 :•. . Compensation for Boards 50 Committees and Boazds 5 - 12 receive compensation: Civil Service; CIB; Capitol Area Plauning Board; Public Housing Agency; Parks and Reereation Commission; Plamiing Commission; (County ) Heaith Services; Labor Interpretive Center Of 12 6 set up by State statute 2 set up by City Charter 1 set up and funded by County 3 set up by City Ordinance 1 set up by City Resolution (Police Civilian Review) Sa1es Tas Board set up by city resolurion Also the issue is cost - where would the money come from Some examples of boards Not compensated: Business Review Cable Access Heritage Preservation (ordinance) Overnight Shelter Board Public Safety Advisory Saint Paul Riverfront How do we distinguish which deserves pay?
