WHEREAS, by Council Resoluuon C.F. 94-1049, the City Council established a
Neighborhood Sales Tax Boazd (STAR Board} to advise the Mayor and City Council on
matters relating to the Neighborhood Sales Tax Revitalization Program; and
WHEREAS, the City Council is appreciative of the voluntary and significant
contributions of the STAR Boazd, and wishes to encourage continued voluntary
participation on the STAR Boazd by paying a per diem to STAR Board members.
NOW THEREFORE BE IT RE50LVED, that effective as of the date this
Resolution is adpoted by the C`ity Council and approved by the Mayor, each member of
the STAR Board shall be paid twenty-five Dollars ($25.00) for each meeting of the
STAR Board as a whole or committees of the Board that the members shall attend, but
in no event sha11 any Board member receive more than two thousand four hundred
dollars ($2,400) per annum for attendance at such meetings. A STAR Board member
shall not be entitled to a per diem for attending a STAR Board meeting, if that member
is entitled to a per diem for attending a STAR Board meeting based upon that member's
service on another committee estabiished by the C`ity.
BE IT FURTHER RESOLVED, that the compensation set forth herein shall be
the entire compensation to committee members for the performance of their duties.

You recently posed the question whether and how STAR Board members
could receive a per diem due to the significant amount of work they
do. You also inquired of ine whether a per diem could be given to
STAR Board members in an amount equal to that given to Planning
Board members.
Chapter 14, Section VI of the Administrative Code provides that the
City Council may authorized the payment of a per diem to voluntary
citizen committees. The STAR Board, consisting of fifteen (15)
members, was established by Council Resolution C.F. 94-1049. There
is no provision in this Resolution which allows payment of a per
diem to STAR Board members. This Resolution can be amended to make
it possible for STAR Board members to receive a per diem.
In this regard, I have attached a
