1 WHERF.AS, music is an intemational language that can speak multitudes in a single movement or measure,
2 knowing no barriers, no discrimination or social ills, and that can open up the lines of communication and lead to the
3 establishment of positive and productive relationships, and
4 WHFI2F,AS, the "Staz of the l�orth" community band is dedicated to sharing their talents and providing
5 forums and opportunities to bridge gaps and open up communication through the expression of musical
6 performances, and
7 WHEREAS, the "Star of the North" concert band will represent Minnesota and the United States in New
8 Zealand and Australia on a concert tour that will take them throughout the two countries, to Auckland, Rotorua,
9 Cairns, Brisbane and Sydney, and being especially honored to perform as the official United States' representative
10 at the International Music Festival-Sydney, also known as the "Pacific Rim Festival," and
11 WHEREAS, the "Star of the North" band was selected on the basis of recommendations through a formal
12 selection process using performance ratings and demonstrated excellence, and
13 WHEREAS, it is an honor and a priviledge to support such a prestigious and worthwhile effort, which places
14 our fine city, state and wuntry in the presence of equally qualified musical groups and local and national officials and
15 dignitaries who open their anns and bestow fellowship and wazm wishes,
1 b NOW, THFREFORE BE IT RESOLYED, the Saint Paul City Council joins with officials from the United
17 States of America and the State of Mnnesota in their support of building relaYionships internationally, in the language
18 of music, which knows no boundaries and lays groundwork for future endeavors, and
19 BEITFURTHERRF.SQLVED, the Saint Paul City Council conveys their appreciation and gratitude to the
20 partners, at home and abroad, responsible for providing this opportunity to bring together people from all over the
21 world and from all walks of life to come together to share music, exchange ideas and build relationships, and

1 BEITFINALLYRESOLVED, on this day, June 21, 1995, the Saint Paul City Counci] hereby applauds and
2 wishes "GDay" to all those in New Zealand and Australia who are welcoming our international ambassadors, the
3 "Star ofthe North" concert band, which takes with them Saint Paul's tradition of community-building and outreach
4 in order to accomplish long-term gains for the good of us all.
