1 VJHETtEAS, the City of Saint Paul, along with ISD 625 and the County of Ramsey, is a member of the Disparity
2 Study Joint Powers Board, and has authorized and funded a multi jurisdictional study of purchasing practices to
3 assure equity for minority-owned and women-owned businesses; and
4 WHEREAS, the Disparity Study 7oint Powers Board has entered into a contract to assess whether there aze
5 disparities in the awarding of public contracts; and
6 WHEREAS, such Disparity Studies typically include Public Hearings which provide an opportunity for government
7 to inform the public of the findings of the Study, and, additionally, provide an opportunity for minority-owned,
8 women-owned, and other businesses to give testimony on their experiences with regard to public contracting; and
9 WHEREAS, funds to cover the cost of the public hearings have been transfeaed by the participating jurisdictions
10 to the City of Saint Paui as the Fisca7 Agent for the Joint Powers Boazd;
11 NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby authorizes the amendment of the Joint
12 Po�°ers Agreement to include authority for the 7oint Powers Board to conduct public hearings and to enter into a
13 contract for services related to such hearings.
