1 WHEREAS, the Saint Paul City Council has placed $123,000.00 of 1994 Capital
2 Improvement Bonds and $77,OOQ.00 of 1994 CDSCz funds in specified contingency for the provision of
3 soccer facilities pending the complerion of a soccer study by the Division of Pazks and Recreation and
4 the Saint Paul Pazks and Recreation Conunission, and
5 WHEREAS, the Saint Paul Parks and Recreation Commission is an appointed body to advise
6 the Mayor and City Council on long-range and city-wide matters related to pazks and recrearion; and
7 Wf�IEREAS, in 1994 the Saint Paul Pazks and Recreation Commission and the Division of
8 Pazks and Recreation ini6ated a study pertainiug to the issues and concems surrounding soccer in Saint
9 Paul; and
10 WHEREAS, the process of conducting the soccer study involved soliciting input from
11 representarives from soccer organizarions and facilitatina focus groups, for the purpose of gaihering
12 informa6on and identifying concems and issues related to soccer in Saint Paul; and
13 WHEREAS, the findings from the soccer study have been summarized in a report entitled
14 "Soccer in Saint Paul' ; and
15 WHEREAS, the said report idenrifies the availability and quality of soccer Selds in Saint Paul
16 as the primary issues resulting from a recent growth in the popularity of spring and summer soccer
17 play; and
18 WHEREAS, the "Soccer in Saint Paul" report identifies short-term, intermediate, and long-term
19 strategies for providing improved availability to soccer facitities during the spring and summer months
2 0 for players and organizations in Saint Paul; and

WHEREAS, the Saint Paul Pazks and Recreation Commission adopted the "Soccer in Saint
Paul" report on January 25, 1995; and
WHEREAS, the "Soccer in Saint Paul° report has been forwarded to the City Council for
consideration,
NOW 1'f�REFORE BE TT RESOLVED, that the City Council hereby release the $200,000.00
appropriated for the provision of soccer facilities is hereby released from specified contingency; and
2 7 BE TT FURTF�R RESOLVED, that this funding be used for redevelopment of part of the
2 8 McMurray Fields (7essamine at Le�ngton) and Adington-Arkwright Pazk for the specific purpose of
2 9 consisucting soccer fields, in a manner consistent with the strategies idenrified in the "Soccer in Saint

City Council placed $123,��0 of 1984 CIB Bonds and $77,�00 of 1994 CDBG funds in specified
contingency pending the completion of a soccer study. In 1984, the Division of Parks and
Recreation and the Saint Paul Parks and Recreation Commission completed a soccer study.
The findings from the study are summarized in the Soccer in Saint Paul report. Opportunity
exists to develop two soccer fields at McMurray Field in the area occupied by four
undersized softball fields, and one soccer field at Arlington-Arkwright Park.

None. Adult softball play that has previously been scheduled on McMurray Fields 5,6,7 and
9 will be moved to other fields. This includes extending adult play later into the
evenings at lighted field sites. The area at Arlington-Arkwright has been used for soccer
for several years, but will be improved by removal of an unused backstop and agrilime
infield.

RE: Soccer Funding Resolution
Attached please find a revised resolurion for consideration by the CIB Committee.
As a result of further discussion with representatives of Saint Paul's youth and
adult soccer organizations, the Arlington-Arkwright site has been added.
With this funding, we will be able to convert an area occupied by four undersized
softball fields at McMurray to two soccer fields, and convert an area occupied by
one seldom used ballfield at Arlington-Arinvright to one soccer field. Please note
that the area at Arlington-Arkwi•ight has been used for soccer for several years
already, but can be improved by the removal of the existing ballfield backstop and
infield. The following is a breakdown of the work to be done and its estimated
cost:
