WHEREAS, Raspberry Island, by name, is shown in early survey maps of the area that became the
City of Saint Paul; and
WHEREAS, Raspberry Island, by name, was incorporated into the City of Saint Paul on March 20,
1858;and
WHEREAS, The Cily Council of the City of Saint Paul, Minnesota passed a resolution on March
15, 1949 to change the local designation for the island to "Navy Island" at the request of the Unfted States
Navy, the temporary Iease tenant of a portion of the island; and
WHEREAS, The Navy's tenancy on the island ended in 1968; a�d
WHEREAS, The island is now part of the Lilydale/Harriet Island Regional Park; and

Supported by: Mn Boat Club, Downtown Community Development Council/Dist. 17, Friends
of Parks and Trails of St. �..ul and Ramsey County, the West Side Citizens' Organization,
St. Paul Parks and Recreati�n Commission and the Friends of the Mississippi River.

recognize and promote the historic name and charter of the island in light of the
renewed interest in the Mississippi River.

RASPBERRY ISLAND
There are many historic references to Raspberry Island, which
became an official part o£ the City of Saint Paul on March 20,
1858. Note that Saint Paul had twice before expanded its
boundaries since it's official beginnings as a town in 1849,
Harriet Island becoming part of Saint Paul in 1856. (1857 map and
1858 laws of Minnesota showing Raspberry Island's inclusion in St.
Paul's boundaries attached)
Since 1872, Raspberry Island has been the home of the Minnesota
Boat Club, who owns the upstream quarter of the island. The island
has been used for commercial purposes (see attached picture of the
Raspberry Island Boat and Engine Works) and for squatters housing.
In 1948, based on a 20 year, $1 a year Iease of a portion of the
island, the US Navy declared the name of the island to be Navy
Island. The St. Paul Review wrote an editorial questioning the
action. (attached)
Probably prompted by such stings, the Navy went through political
channels, and in March of 1949, the name of Raspberry Island was
changed to Navy Island by St.Paul's city council. However, the
name was never officially changed with the U. S. Geological Survey,
the of£icial national keeper and arbitrator of place names, nor
with Minnesota's official State Geographic Name Board. (a copy of

Before the 20 year lease was up, the Navy announced its intention
to abandon "their" island, but the name has remained. (picture and
article attached)
When the Navy left the island in 1968, the city owned portion of
the island became park land and is presently part of the
Lilydale/Harriet Island Regional Park.
With community attention focused on the river and broad discussion
of riverfront issues, individuals and organizations are supporting
a change back to the historic name of Raspberry Island.

o the island in question, other than Raspberry Island. There is a reterence
_o a Naval Reserve bnilding on the island, but that's a11.
'his name was inveetigated by our field personnel, £rom available sources, to
.he best of our kziowledge in 1967 and was accepted as Raspberry Island. Today
.hat name has been added to the Geographic Names and Information System (GNIS),
�hich falls under the purview of the USBGN, from existing maps. Unless it is
_dentified as a controversial name, it will remain as is.
tnder the auspices of the U.S. Geological Survey there is a board known as the
i. S. Board on Geoqraphic Names wtsosa function is to resoZve name controversies
:nd make decisions, by vote, about those names. The decision becomes o£ficial
'_or Federal publication. There is no BGN Decision for this name. There exists
is well, State Name Authorities and in Minnesota the SNA is Mr. Glen Yakel, with

approved changing the name of Navy 7siand back to iu original name Raspbeny Island.
T'he Boazd of the Friends believes that adopring the name Raspbezry Island wiU help enhance
people's feelings for the Mississippi Rivec as a[[enrion and focus is cL'ueeced towazd the River
as St. Paul's greatest natural amenity.
We also recognize that the U.S. Navy did not appeaz to have any authority to change the
island's name to Navy Island, and officially the island's historic name is most likely the most
legally coirect.

RESOLUTION
WF-IEREAS, "Raspberry Island", by name, was incorporated into the City of
Saint Paul on March 20, 1858, and
WHEREAS, On March 15, 2949, The Saint Paul City Council passed a
resolution to change the local designation for the island to "Navy Island" at the
request of the United States Navy, the then temporary lease tenant of a portion of
the island, and
WHEREAS, The Navy's tenancy on the island ended in 1968, and
WHEREAS, 'The official name of the isiand remains "Raspberry Island" in
the records of the United States Geological Survey and with Mumesota's official
place name keeper, the Commissioner of Naturat Resources, and
WI-�REAS, The Division of Parks and Recreation has iniriated action to
return the name of the island for local designarion to "Raspberry Island" its historic
and nationally recognized name, now, therefore,
BE IT' RESOLVED, that the Saint Paut Parks and Recreation Commission
supports changing the local designarion for the said island to "Raspberry Island".
