WHEREAS, the�ector of the Department of Human Rights has received a charge asking him to
invesfigate whether there are reasonable grounds to believe that Respondent Parrish's Supper Club, a
Corporation has discriminated, on the basis of sex, against Janis Rios in violation of Saint Paul Legislative
Code Section 183.03 (2) (b) (c) (d); and
WHEREAS, the Director of the Deparlrnent of Human Rights has conducted such investigation and
found probable cause exists to support such allegations; and
WHEREAS, the Director of the Department of Human Rights has unsuccessfully attempted to
resolve, conciliate and compromise the conflict between the parties; and
WHEREAS, the Saint Paul Legislafive Code Sections 183.20 and 183.24 provide that civil
enforcement proceedings be instigated by the Director of the Department of Human Rights and such
hearings aze to be presided over by a chairperson and law officer; and
WHEREAS, a heazing has been scheduled for May 22, 1995; now therefore, be it
RESOLVED, by the Saint Paul City Council, that the City of Saint Paul, by its Human Rights
Department, is authorized to retain the services of Martha Ballou, Attorney at Law, at the rate of $50.00
per hour far services as law officer relative to the Complaint of Janis Rios v. Parrish's Supper Club, a
Corporation, and be it
FURTHER RESOLVED, that the compensation to be paid Martha Ba11ou be charged to the
Department of Human Rights.
