WHEREAS, on September 28, 1994, the City Council of the City of Saint Paul established tbe
Neighborhood Sales Tax Revitalization (STAR) Program, C.F. 94-1127; and
WHEREAS, the Neighborhood STAR Program is funded with �fty percent of an additional one-
half of one percent sales tax on sales transactions that occur within the city, pursuant to Minnesota
Statutes, chapter 297A, authorized by the State of Minnesota, Chapter No. 375, Sec.46; and
WHEREAS, the purpose of the Neighborhood STAR Program is to fund capital expenses to further
residential, commercial and economic development in the neighborhoods of St. Paul; and
WHEREAS, the Department of Planning and Economic Development (PED), in the first cycle, has
received twenty-nine applications to the Small STAR Grant Program, a component of the
Neighborhood STAR Program; and
WHEREAS, PED, the Neighborhood STAR Board, and the Mayor have evaluated the twenty-nine
applications and forwarded their recommendations to the City Council; and
WHEREAS, approval of projects at this point means the projects have three months to secure
private match commitments and work with PED and other involved city departments to develop
implementation agreements;
NOW, THEREFORE, BE IT RESOLVED, the City Council approves the funding priorities and
budgets for fourteen (14) projects as shown on Attachment A, subject to compliance with the
program development and implementation requirements of the Neighborhood Sales Tax
Revitalization Program Guidelines; and

Cycle I, proposals and made recommendations for funding fourteen projects.

RE: Small STAR Grant Program Funding Recommendations
It is my pleasure to forward for your review and consideration a proposed Council
Resolution which identifies funding recommendations for the 1st cycie of the Small
STAR Grant program. The Small STAR Program is a component of the
Neighborhood Sales Tax Revitalization (STAR) Program with criteria that limit funding
requests from $5,000 to $15,000. Applications to the program include residential and
commercial rehabilitation, green space projects, public improvements, economic
development, and playground improvements.
The Small STAR Grant Program funding recommendations before you are based
upon a participatory rating and ranking process that inciudes review by the
Neighborhood STAR Board and the Department of Planning and Economic
Development. This Small STAR Program cycle included a total of twenty-nine (29)
applications. The completion of the review process came on April 3, 1995, when the
Neighborhood STAR Board made its final recommendations on funding of the
following fourteen (14) projects.

These recommendations reflect a wide variety of needs among St. Paui's diverse
neighborhoods.

As you know, final applications to the larger loan and grant STAR Program are due
on May 1 and recommendations will be forwarded to you sometime in July.

The Neighborhood STAR Board made funding recommendations for the 1st Cycle of
the Small STAR Grant Program, a component of the Neighborhood STAR Program,
on Monday, April 3, 1995. Fourteen (14) of the twenty-nine (29) STAR proposais
were recommended for funding. In addition, a waiver to the guidelines, is requested

Attachment B
THE SMALL STAR GRANT PROGRAM
Request:
The STAR Board requests a waiver of the STAR guidelines to allow the WORC on
Bikes Project to be eligible to receive STAR funds.
Problem:
Workers Organized to Gain Confidence submitted an application for funds in the
amount of $3,180 to remodel and equip a space to house a bicycle store. The Small
STAR guidelines specify that requests must meet a minimum amount of $5,000.
Justification:
Although the STAR Board is concerned about setting a precedent with this request,
they believe this project is valuable because it involves neighborhood youth. The
board considers this first round a learning time for all involved, and that applicants
will be more aware of the guidelines in future rounds. Therefore this is a one time
only request and future guideline waivers will be discouraged.
