Whereas, the City of Saint Paul owns a community center 2ocated at 179 Robie Street and,
Whereas, the Neighborhood House Association Inc. has provided effective social services to
the West Side community, and
Whereas, the Neighborhood House Association Inc. has provided effective management of the
commmunity center, and
Whereas, the cunent management agreement between the City and Neighborhood House is no
longer relevant due to the construction of an addition to the building,
Now Therefore Be It Resolved, that the proper City officials are hereby authorized and
directed to ettter into a new management agreement with Neighborhood House Associarion
Inc. to provide management services for the community center.

INITIATING PROBLEM, ISSUE, OPPORTUNITY (Who, Whet. When. NTere, Why):
The community center at 179 E. Robie, commonly known as Neighborhood House Community Center
and E1 Rio Vista Recreation Center has had an addition built to improve the services
provided by Neighborhood House and the City. Because of the addition, the previous
management agreement is no longer valid. A new agreement must be executed.
ADVANTAGESIFAPPROVED. '
A new agreement will address changes in laws, codes and ordinances that have been
enacted since 1970 when the original agreement was execu�ed. The new term will be
much shorter than the original one. The revised forma,t will allow for changing
conditions. The new agreement will have dispute resolution language included.
The new agreement will accurately reflect the changes in operation of the facility
due to the new addition.

DISADVANTAGES IP NOTAPPROVED:
The Division of Parks and Recreation would not have the authority to enter into a
new management agreement with Neighborhood House. The City would be at risk of
losing a managing agency. Neighborhood House would be at risk of losing a
service facility.
