The Council further finds the frequent parking of vehicles in this residential area by these non-residential uses has created residential problems of a safety, environmental and aesthetic nature. THEREFORE; to enhance the quality of life in residential areas by reducing noise, traffic hazards and litter; to reduce air pollution and other environmental factors, and to preserve the safety of children and other pedestrians; to preserve the character of this district as a residential district and to protect the residents of these areas from reasonable burdens in gaining access to their residences; NOW, THEREFORE, BE IT RESOLVED; that the following parking reguiations shail be in effect in the residential area near the intersection of Curfew St. and Franklin Ave.: Except by Permit or unless otherwise posted, "One Hour Parking, 8AM-6PM Monday through Friday, Area 10" on the following streets: East side of Curtew Street from Franklin Avenue to 110 feet north of Franklin Avenue. The number of parking permits is limited to 4 vehicle permits (stickers) and two visitor permits (placards) per household. No permits will be issued to owners or employees of commercial buildings. Permits are available to residents who reside in Permit Parking Area 10. Subsequent permits shall be renewed on or before September 1 of each succeeding year. The initial non-refundable permit fee shall be $10.00.
